File Note: It is submitted that St. Joseph Hospital, Ram Camp Colony, Hoshiarpur has applied for Consent to Operate under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981. The Health Care Facility is a 25-bedded private hospital and holds a valid Bio-Medical Waste Authorization under the Bio-Medical Waste Management Rules, 2016 (authorization details to be updated on receipt). The applicant has deposited the requisite CTO fee of ₹5,000/- each for Water and Air consents vide Receipt Nos. FDRLN52025091178259307 and FDRLN52025091178260035 dated 11.09.2025, which is adequate for a validity period of five (05) years. It is pertinent to mention that the Health Care Facility had earlier also applied for Consent to Operate under the Water Act, 1974 and the Air Act, 1981. However, the said applications were returned due to certain deficiencies observed during the earlier visit, which inter alia included absence of valid consents, non-maintenance of operational records of the STP, and improper solid waste management practices, wherein open burning of solid waste was observed within the premises, constituting a violation of the provisions of the Air (Prevention & Control of Pollution) Act, 1981. Now, during the visit carried out on 15.01.2026 in reference to the present application, the following observations were recorded: 1. The hospital is operating a combined STP/ETP of 100 KLD capacity based on MBBR technology, which was found in operation at the time of visit. 2. Liquid effluent generated from the hospital is being treated with hypochlorite sollution and along with domestic effluent is being conveyed to the STP/ETP for treatment. 3. The treated wastewater is being utilized for plantation/green area within the premises. 4. Solid waste management practices were found to be proper, and no open burning of waste was observed during the visit. 5. One DG set of 100 KVA capacity is installed, which is provided with acoustic enclosure and adequate stack height. 6. Overall housekeeping and conditions within the hospital premises were found to be proper. 7. It was observed that operational and log records of the STP were not being maintained. The hospital authorities were guided during the visit to maintain proper STP operational and log records on a regular basis. 8. Water samples were collected during the visit for analysis and sent to zonal lab for analysis. In view of the above, it is recommended that Consent to Operate under the Air (Prevention & Control of Pollution) Act, 1981 may be issued to the Health Care Facility, valid up to 17.01.2031, subject to compliance with all general and special conditions, including the following: Special Conditions: 1. The unit shall maintain complete operational and log records of the STP, including inflow, treatment process, and utilization of treated wastewater. 2. Open burning of any solid waste is strictly prohibited within the premises at all times. 3. The unit shall submit an approved building plan issued by the competent/authorized authority. 4. The unit shall comply with all applicable provisions of the Water Act, 1974, Air Act, 1981, and the rules/guidelines issued by the Board from time to time.
