File Note: Kindly peruse the note of EE, ZO. On examination of the same, it is submitted that the unit is a medium scale, Red category industry. The unit has applied for renewal of Consent to Operate under the Water (Prevention and Control of Pollution) Act, 1974 and the Air (Prevention and Control of Pollution) Act, 1981 for manufacturing of sewing machine parts, using pig iron scrap and degi boora as raw material. As reported by the Regional Office, the unit was inspected and found complying with the provisions of the Water Act, 1974. The industry has executed an agreement with M/s JBR Technologies for lifting and disposal of wastewater to the extent of 10,000 litres per month, valid for a period of three years up to 25.04.2026. A water meter has been installed at the source and the unit is maintaining records of water consumption and wastewater lifted by the CETP operator. During the visit, the Regional Office conducted a water audit, which was found to be in consonance with the executed agreement. The unit was found in operation during the visit and engaged in manufacturing activities. The industry has installed 03 electric induction furnaces, out of which 01 furnace is kept as standby, with capacity of 500 kg/day. The furnaces are provided with a Bag Filter House as APCD. However, it is reported that stack emission monitoring was not carried out by the Regional Office. The unit is located in an industrial zone as per the notified Master Plan of Ludhiana and has submitted approved building plans under Rule 3-A of the Punjab Factories Rules, 1952. In view of the above, it is recommended that Consent to Operate under the Air Act, 1981 may be renewed for a short period up to 30.06.2026, subject to standard and suitable conditions, with the following additional conditions: 1. The industry shall install CCTV cameras at appropriate locations with a minimum recording backup of 30 days within one month. 2. The industry shall apply for authorization under the Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016 within one month. 3. The industry shall get stack emission monitoring carried out through the Board’s laboratory within one month and submit the report to the Regional Office.
