It is submitted that Sh. Dharminder Singh, Village Dhirowal, Tehsil & District Hoshiarpur has applied for Consent to Operate (CTO) under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 for mining of ordinary earth under the category of mining of minor minerals. The present application pertains to mining of 24,526.34 MT of ordinary earth.
The project proponent has deposited consent fee of ₹3,600/- each for Water and Air Acts vide receipt No. 388445088 and 336302447, both dated 27.12.2025, which is adequate for a period of two (02) years.
The project proponent has submitted the following documents along with the application:
1. Approved Mining Plan issued by the Mining Officer, Department of Mines & Geology, Water Resources Department, Chandigarh vide letter No. Glg/Pb/M.P./Dhirowal/194 dated 29.07.2025, valid up to 29.07.2027.
2. Environmental Clearance (EC) granted under the provisions of the EIA Notification, 2006 vide letter dated 20.11.2025, wherein the project has been categorized under Category B2 for mining of ordinary earth with a capacity of 24,526.34 MT over an area of 2.26 Ha up to a depth of 1.50 m.
3. CA Certificate.
4. Site plan of the mining area.
5. Mining flow chart.
6. Pre-feasibility report of the mining project.
7. Analysis report of bulk density of soil proposed to be mined.
8. Land ownership documents along with Aks-Shajra.
9. Letter from Forest Department regarding applicability of PLPA, 1900.
It is pertinent to mention that as per the approved Mining Plan and Environmental Clearance, the site has been permitted for mining of 24,526.34 MT of ordinary earth up to a maximum depth of 1.50 m, and the said approvals are valid up to 29.07.2027.
In reference to the present application, the site was visited by the undersigned on 15.01.2026, and the following observations were recorded:
1. The land at the site was found vacant, and no mining activity was observed at the time of visit.
2. No excavation machinery or mineral storage was observed at the site.
3. The site boundaries were generally identifiable as per the submitted site plan.
4. Permanent pillar marking of the mining lease area had not been carried out at site at the time of visit, and the project proponent was guided to undertake permanent pillar marking before commencement of mining operations.
5. No water body or habitation was observed in close proximity to the mining area.
In view of the above, it is recommended that Consent to Operate under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 may be granted to Sh. Dharminder Singh – Dhirowal Ordinary Earth Mining Project, valid up to the validity of the Environmental Clearance i.e. 29.07.2027, subject to compliance of all general conditions and the following special conditions, in addition to the conditions stipulated in the Environmental Clearance and approved Mining Plan:
Special Conditions:
1. The project proponent shall strictly comply with all the terms and conditions stipulated in the Environmental Clearance dated 20.11.2025 and the approved Mining Plan.
2. Permanent pillar marking of the mining lease area shall be carried out before commencement of mining operations, as per the approved Mining Plan and directions of the Mining Department.
3. Mining activity shall be carried out strictly within the approved lease area, quantity, and depth as permitted.
4. Adequate dust suppression measures such as regular water sprinkling shall be ensured during mining and transportation activities.
5. No mining activity shall be undertaken without valid Consent to Operate from the Board.
6. Records pertaining to quantity of mineral excavated and transported shall be maintained and produced to the Board as and when required.
