File Note: The industry was issued SCN for refusal of CTO under the WA and the AA , wherein it was mentioned that the industry has not submitted site suitability certificate from the concerned authority for operation of the current new electroplating industry at this site as per existing notified master plan of the Ludhiana and has not submitted registered rent agreement as required………… Now, the industry has submitted reply, wherein mentioning that the industry has attached CLU issued vide letter no. 1461 DTP(L)/C.27 dated 30.04.2008 for using the site for industrial purpose. Further, the earlier existing industry M/s Shree Balaji Industries, Vill-gobindgarh Near Phase-vii, Focal Point, Ludhiana was granted consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Renewal/LDH4/2021/15190609 dated 23.03.2021, valid upto 30.06.2024 and under the Air Act, 1981 vide no. CTOA/Renewal/LDH4/2021/15190687 dated 23.03.2021, valid up to 30.06.2024, for carrying out electroplating activity as being carried out by the current unit. As such the present industry can be regularized at the site for carrying out the same activity. ………. In view of above, it is recommended that Consent to Operate under the Water Act, 1974 may be granted to the industry for short period of 06 six months with suitable conditions as per policy of the Board and with special condition as under: -……… 1. The industry shall reassess the effluent quantities and make revised agreement with CETP operator, if required, as per the actual generation of effluent and submit the same to the Board, within 15 days……………. 2. The industry shall increase the capacity of effluent collection tank, at least equivalent to the CETP agreement, by providing additional storage tank, within 15 days. ……………… 3. The industry shall prepare a revised lifting schedule with the CETP operator and to ensure that the lifting shall be made atleast 2-3 times in a month and take a written assurance from the operator………….. 4. The industry shall ensure that there is no unauthorized mode of wastewater disposal. The industry shall ensure that there is only a single fresh water supply for the industry and meters shall be provided for the water being used for process. …………. 5. The industry shall maintain proper record of fresh water consumption and trade effluent generated & effluent got lifted by the CETP operator on daily basis. …………… 6. The record shall be available in the industry at all times, kept in a designated box in the process area to ensure easy and ready accessibility to record keeper as well as regulatory authority. In case, the record is not maintained by the industry, it will be presumed that the industry is disposing of its wastewater illegally and action as deemed fit shall be taken in accordance with law…………………….
