It is submitted that the industry is a small-scale red (101.1 Industry and has applied for obtaining fresh consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 requisite documents through OCMMS for Zinc Plating of Cycle Parts/Auto Parts @ 2 Metric Tonnes/Day. ………….
The industry was visited by the officer of this office on 29.12.2025 and it was observed as under: - 1. The industry was in operation and engaged in the electroplating process. 2. The industry has installed 05 no. barrel and 01 no. zinc plating plant. 3. The industry has made MOU @ 5,000 ltr/month with the CETP operator for lifting of trade effluent i.e. M/s JBR Technologies Pvt. Ltd., D- 260-261, Phase-8, Focal Point, Ludhiana. 4. The industry has provided water meter as a source of fresh supply of water for the electroplating process and reading of the same was 16.57 KL. 5. The industry has provided 02 underground tank of capacity 6,000 ltr for storage of effluent generated from process. Approx. 4000 ltr of effluent was stored during the visit. 6. The industry has installed CCTV cameras facing towards entry gate of processing shed, flow meter provided on freshwater supply provided for processing activities, effluent storage tanks and overall view of process and industry with 30 days backup. 7. The industry is maintaining a record of fresh water consumption viz-a-viz effluent lifted. As per record maintained by the industry, reading on 01.09.2025 was 0.00 KL and during visit reading was 16.57 KL. As such the industry was consumed fresh water @ 16.57 KL and lifted out 12 KL trade effluent to CETP operator during this period, which is in consonance after assuming evaporation loss. 8. No bypass or unauthorized mode of disposal of trade effluent was observed during the visit and only domestic effluent is being discharged into sewer. 9. No boiler/furnace/D.G. set has been installed by the industry. 10. The industry has installed CCTV cameras facing towards entry gate of processing shed, flow meter provided on freshwater supply provided for processing activities, effluent storage tanks and overall view of process and industry with 30 days backup. 11. The industry has also submitted land used classification certificate from DTP, Ludhiana issued vide memo no. 3038 DTP(L)/M2A dated 19.11.2025 stating that the site of the industry falls in industrial Land use Zone as per approved Master Plan, Ludhiana (2007-2031), As such the site is suitable for establishment of such industries. 12. The industry has submitted approved building plan approved by the Competent Person affiliated by the Director of Factories. ………………..
On examining the application by this office, following needs to be clarified: 1. The industry has submitted electricity bill as proof of date of commissioning of the unit, however there has been no mention of name of the industry or proper plot no. /khasra no. in the bill, form where we can identify that the bill actually belongs to the industry………. 2. The industry is required to deposit NOC regularization fee and RO to again check adequacy of consent fee………. 3. There has been no mention of specific plot no. Or khasra no. in DTP report………… 4. The industry is required to submit revenue record of allotted land for industry……….
Accordingly the application was reverted to RO to clarify the above………
Now RO, after obtaining clarification from the industry has mentioned that The point wise reply of observations raised are as follo: 1. The industry has clarified that the electricity connection issued on the name of the Om pati (Owner of industry) (electricity bill attached) and the registry is also attached that the land belongs to Om pati (owner of industry) (registry attached). 2. The industry has clarified that the DTP certificate issued vide letter no. 3038/DTP (L)/M2A dated 19.11.2025 contains only the Hadbast number, land area and owner’s name, as per the standard format followed by the DTP office. A copy of the land registry, which was submitted for obtaining the said certificate, has also been attached by the industry. ………….
Considering above, the reply of the industry is satisfactory.
……………The industry is complying with the provisions of Water (Prevention & Control of Pollution) Act, 1974. In view of the above, it is recommended that the CTO under Water Act, 1974 may be granted upto 30.06.2028 subject to usual conditions and special conditions as under: -
1. The industry shall ensure that there is no unauthorized mode of wastewater disposal. The industry shall ensure that there is only a single fresh water supply for the industry and meters shall be provided for the water being used for process. ………….
2. The industry shall maintain proper record of fresh water consumption and trade effluent generated & effluent got lifted by the CETP operator on daily basis. ……………
3. The record shall be available in the industry at all times, kept in a designated box in the process area to ensure easy and ready accessibility to record keeper as well as regulatory authority. In case, the record is not maintained by the industry, it will be presumed that the industry is disposing of its wastewater illegally and action as deemed fit shall be taken in accordance with law…………………….
