File Note: A. It is intimated that the project is small scale, green category Residential Colony. B. The project proponent has applied for consent to establish (NOC) under the Water (Prevention and Control of Pollution) Act, 1974 with requisite documents. C. The project proponent has deposited Rs. 14400/- vide UTR/Receipt No. 92351858 dated 11.12.2025, adequate for one year. D. As per the site plan submitted by the project proponent, it shall have Residential Plots @ 176 Numbers and EWS plots @ 20 Numbers. E. The built-up area will be 17795.84*2.1 = 37370 square meters. The total built up area is less than 150000 square meters i.e. project is not covered under EIA, 2006. F. The project proponent has obtained the LOI from the office of Office of The Competent Authority Under Punjab Affordable Housing Colony Policy 2021 Cum Commissioner Municipal Corporation Jalandhar vide its Memo No. MTP/71/colony dated 07.11.2025 for an area of 7.36 acres. G. The Project Proponent has submitted registered deeds of the proposed project as ownership document of the land. H. The project proponent has submitted promotor certificate in the name of Sh. Satnam Singh S/o Sh. Kushal Singh. I. The project proponent has submitted feasibility report of STP of capacity 120 KLD to be installed for the treatment of effluent generated in the proposed project. The STP will be based on MBBR technology which is principally adequate. J. The project proponent has submitted NOC from Municipal Corporation, Jalandhar vide letter no. CE/483 dated 08.01.2026, for disposal of treated effluent into MC sewer after treatment through STP. K. The proposed site was visited by AEE of this office on 15.01.2026 and observed as under: - 1. The site of the project falls within limit of Municipal Corporation, Jalandhar. 2. The project proponent has demarcated the boundary wall of the proposed project at site. 3. The construction is underway. Keeping in view of above, it is recommended that ‘consent to Establish (NOC) under the Water (Prevention and Control of Pollution) Act, 1974 may be Granted to the project proponent for one year with suitable and special conditions that: - 1. The project proponent shall comply with the various terms and conditions of the LOI granted to it. 2. The project proponent shall not discharge treated effluent except as per proposal submitted by the project proponent. 3. The promoter company shall ensure that the total built up area of all individual projects/plots combined together is not more than 1,50,000 sqm, otherwise the project as such is covered under category 8(b) of the schedule appended to the EIA notification and project proponent of the area development project is required to obtain the environmental clearance, failing which, the promoter company shall be liable for action for the violation of EIA notification dated14/09/2006. 4. The project proponent shall obtain permission from the PWRDA for the abstraction of ground water. 5. The project proponent shall utilize treated wastewater from nearby STPs for the construction purpose and shall submit an agreement in this regard within one month. 6. The project proponent shall provide separate water meter and energy meter for the STP and maintain record of the same on daily basis. 7. The project proponent shall ensure segregation of solid waste at source, facilitate collection of segregated waste in separate streams, handover recyclable material to either the authorized waste pickers or the authorized recyclers as prescribed in Solid Waste Management Rules, 2016. The bio-degradable waste shall be processed, treated and disposed of through composting by providing mechanical composter of capacity 150 kg/day. 8. The project proponent shall ensure that all the construction material and debris shall be carried out in trucks or other vehicles which are fully covered and protected so as to ensure that the construction debris or the construction material does not get disburse into the air or atmosphere in any form. 9. The project proponent shall take all necessary steps to control the dust emissions to be generated from the construction activities of the project 10. The promoter company shall comply with the provisions of the Construction and Demolition Management Rules, 2016. (Competency Senior Environmental Engineer, Jalandhar).
