File Note: It is intimated that the industry was granted ‘consent to establish’ (NOC) under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTE/Fresh/SAS/2024/27308468 dated 25.11.2024, having validity upto 30.09.2025 for manufacturing of Toughened Glass @604.8 Sq.m/day, with special conditions mentioned therein. Now, the industry was applied for obtaining partial ‘Consent to Operate’ under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for Toughened Glass @ 380 Sq.m/day, along with requisite documents. The industry has deposited Rs. 54500/- vide R no. 753166336 dated 15.12.2025 under the Water (Prevention & Control of Pollution) Act, 1974, Rs. 54500/- vide R. no. 225827453 dated 15.12.2025 under the Air (Prevention & Control of Pollution) Act, 1981, which is adequate for 31.03.2030 (including the penalty for non-consented period), against the fixed assets of Rs. 8.55 cr. (Plant & machinery cost of Rs. 4.89 cr.) as on 05.01.2026. The industry has also submitted a copy of building plan signed by Er. Adarsh Vir Gupta, Competent Person of Director of Factories of Punjab. Water Pollution: There is no usage of water in process and only 0.1 KLD water will be used in cooling tower and same shall be re-circulated. Around 1.750 KLD water is required for fresh water consumption and about 1.4 KLD wastewater will be generated and same shall be passed through septic tank for usage onto land for plantation within the premises at the back boundary. Air pollution: The project proponent has installed 01 no. DG sets of capacity 125 KVA, which is provided with canopy and adequate stack height. Visit: Accordingly, the proposed site of the industry was visited by the undersigned on 25.12.2025 and it was observed as under: 1. The unit has setup plant for manufacturing of toughened glass. Machinery for cutting, slotting and one oven based on electricity for toughening of glass is installed at the site. As such, no melting of glass is involved in the process. 2. The wastewater from domestic purposes is treated onto septic tank and is disposed onto land for plantation within the premises. 3. The industry has provided the rooms for storage of glass waste outside the premises. Recommendations: In view of above, if approved, validity of ‘Consent to Operate’ under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981, may be granted upto 31.03.2030 subject to suitable conditions and the following additional conditions that: 1. The industry shall not carry out any activity in its premises, which can change the category of unit from Green to Orange/Red, under any circumstances. 2. The industry shall not install any process involving the melting of glass without prior consent of the Board. 3. The industry shall handle the waste glass in scientific manner and shall dispose it to the recyclers. 4. The industry shall not generate and discharge any kind of trade effluent from its process. The industry shall discharge only domestic effluent onto land for plantation within premises, after passing through septic tank. 5. The industry shall install flow meter with the tubewell to be installed in its premises and shall maintain daily record of the readings of the same, if applicable. 6. The industry shall comply with the guidelines issued by PWRDA and shall obtain permission from PWRDA for abstraction of ground water, if applicable. 7. The industry shall not install any boiler or furnace in its premises without prior permission of the Board. 8. The industry shall ensure that no problem related to pollution is being caused by the unit due to its operation and no public complaints are received by the Board in this regard. 9. The industry shall not discharge any effluent at any unauthorized place by any unauthorized means i.e. shall not discharge any wastewater in any drain / inland surface waters / drain/choe/nallah/ onto land for stagnation or outside its premises, at any time, under any circumstances. 10. The adequacy/ efficacy of the pollution control arrangements shall be the sole responsibility of the industry and the industry shall be bound to implement/ upgrade its pollution control arrangements as per the discretion of the Board to achieve the prescribed emission/ effluent standards, as amended from time to time. 11. The industry shall ensure the compliance of provisions of the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986 and/or any other environmental law applicable to him and Rules, Circulars & Directions issued by the Board from time to time. 12. The ‘consent to operate’ is being issued to the project proponent based upon the documents/ information/undertaking submitted by it along with the online application form. The Board would be at liberty to take penal action against the industry/project proponent and its responsible/ concerned person(s) in case information/document/undertaking is detected as incorrect/false/misleading at any point of time, without any opportunity of Personal Hearing. 13. In case the project proponent fails to comply with the provisions of the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986 and/or any other environmental law applicable to the project and Rules, Circulars & Directions issued by the Board from time to time, action as deemed fit shall be taken against the project proponent.
