File Note: It is intimated that the industry is a small scale red category unit and was earlier granted consent to operate Under Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Renew/LDH2/2022/18448812 dated 10/05/2022 and under the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renew/LDH2/2022/18448802 dated 10/05/2022 both expired on 31/12/2024 for manufacturing of Tractor Parts @ 60 MT/year and Pins @ 54 MT/year under green category. The industry was visited in compliance to RO-4, PPCB, Ludhiana letter no. 1911-13 dated 22.08.2025, wherein, the subject cited industry has been enlisted from January to July, 2025 for the non-lifting of trade effluent to M/s JBR technologies, Pvt, Ltd, Focal Point, Phase-8, Ludhiana. The industry was visited by undersigned on 05.09.2025 and it was observed as under: 1. The industry was in operation at the time of the visit and engaged in manufacturing of auto parts using MS round as raw material. 2. The industry has installed 03 no. power presses, 02 no. shot blast machines, 02 no. hydraulic presses, 02 no. lathe, 02 no. grinder machines and 01 no. dhol. 3. It has also installed 01 no. electric Bhathi, 02 no. broach machines, 08 no. CNC machines, 01 no. gas carburizing furnace. 4. The industry draws water from tubewell but it is unmetered. 5. No trade effluent is being generated, entire cooling water is being recirculated and only domestic effluent is being discharged into sewer. 6. The industry has not renewed its 'Consent to Operate'. 7. The industry has not installed any DG set. 8. The industry made an agreement with M/s JBR Technologies Pvt. Ltd in hopes of using it to store effluent after cleaning in vibrator. Accordingly, show cause notice vide no. 5219-20 dated 30.10.2025 has been issued to the industry with opportunity of show cause in writing within 15 days. Earlier history Earlier, the industry was only carrying out shot blasting and boora Dhol for surface treatment, whereas, now it has started phosphating some of its parts. Hence, the category has changed from Green to Red. Accordingly, it has applied for varied consent to operate under Water Act, 1974 and Air Act, 1981 alongwith requisite document. The industry has deposited consent fee against the un-depreciated fixed assets of Rs. 146.80 Lacs as on 31/03/2025 as per CA Certificate dated 17/11/2025, which is adequate upto 31/12/2029 under the both as per Board's Office Order dated 29/10/2018 after deducting NOC regularization fee and penalty charges 200 %. Earlier process of the industry 1. The industry was in operation & is engaged in the manufacturing of Auto Parts & Dies by using MS Round as raw material. 2. The industry has installed 1 forging furnace with 2 no. billet heaters. 3. The industry has installed 1 Shot blasting with inbuilt bag filter house as APCD. 4. The industry has provided 8 no. CNC machines. 5. No trade effluent was being generated, entire cooling water has been re-circulated & only domestic effluent has been discharged into sewer. The industry was visited by undersigned on 13.01.2026 and it was observed as under: 1. The industry was in operation during visit. 2. It is engaged in manufacturing of Tractor Parts @ 60 MT/year and Pins @ 54 MT/Year by using raw material as M.S. Steel @ 120 MT/year & Alloy Steel @ 160 MT/year. 3. The manufacturing process of the industry is as Raw material – Cutting – Heating – Forging – Annealing – Shot blast – Phosphating – Cold Forging – CNC – Tempering & Aluminium die casting – Packing – Dispatch. 4. The industry has installed 01 no. normalizing furnace, 01 gas carburizing furnace, 01 no. tempering furnace, 01 no. forging press with billet heaters, 02 no. hydraulic presses, Power presses, lathe machines, grinders, CNC machines, boora dhol, phosphating tank, water rinse tank and lubricant tank. 5. It has also installed 02 Shot blast machines with inbuilt bag house filter as APCD. 6. Now, the industry has made an MOU with M/s JBR Technology Pvt. Ltd., Ludhiana (CETP) for the quantity of 1000 Ltr/month. 7. The industry has installed water meter on pipeline leading to process area whose reading during visit was 2.53 KL. 8. Lastly, the industry was lifted its trade effluent to CETP @ 1000 ltr dated 08.01.2026. 9. The industry has started maintaining record w.r.t. fresh water consumption for the wet process & effluent lifted to M/s JBR Technology Ltd. The audit report is enclosed herewith. As per the record the quantity of water consumed for wet process is in consonance with the quantity of effluent lifted to JBR Tech. Pvt. Ltd. 10. No bye pass of effluent was observed during visit. 11. Domestic effluent generated by the industry is discharged into sewer. 12. The industry has installed 02 no. CCTV cameras, 01 no. facing towards the entry gate of the processing shed and effluent storage tank and 01 no. on fresh water meter installed in processing area. 13. The industry has provided 02 no. storage tanks of capacities 1000 Ltr and 500 ltr, which was found empty during visit. 14. The industry has installed 01 no. DG set of capacity 125 KVA, equipped with canopy and adequate stack height. 15. The industry has submitted building plan approved Architect from Director of Factories, Punjab. Site suitability The site of the industry falls in Industrial Area-C as per khasra no’s mentioned in the gazette notification. In the subject cited case, the industry has mentioned ground water extraction @ 1.05 KLD. Considering 25 working days per month, ground water extraction will be 26.25 KL/month, which is less than 300 KL/month. Keeping in view of above, it is recommended that varied 'Consent to Operate' under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted upto 30/06/2029 with suitable conditions as per policy of the Board.
