File Note: It is submitted that the subject cited industry is a small scale orange category unit. Earlier, the industry was granted consent to operate under Water Act, 1974 vide no. CTOW/Varied/LDH2/2021/15770721 dated 20/06/2021 valid upto 30/06/2026 & under Air Act, 1981 vide no. CTOA/Renewal/LDH2/2022/19444134 dated 18/08/2022 valid upto 30/06/2026for manufacturing of product Butyle Reclaim/Natural Reclaim Rubber/Crumb Rubber @ 9600 MT/Year and source of air pollution are 01 no. Wood fired Thermopack of capacity 6 Kcal/hour and 02 no D.G sets of capacity 400 KVA & 40 KVA. Now, the industry has applied for varied consent to operate under Water Act, 1974 & Air Act, 1981 alongwith requisite documents for manufacturing of products Crumb Rubber @ 26000 MT/year, Butyle Reclaim/Natural Reclaim Rubber @ 7000 MT/year. The industry has also submitted request letter stating that they are operating under valid Consent to Operate for manufacture Butyl Reclaim Rubber / Natural Reclaim Rubber / Crumb Rubber with a total production capacity of 9600 MT/year. That although permission for manufacturing both crumb rubber and reclaim rubber has already been granted, the consent does not provide a bifurcation of the production quantity between these two finished products. Therefore, they request to kindly bifurcate the finished product quantity for Crumb Rubber 2600 MT/year and Reclaim Rubber 7000 MT/year within the granted overall capacity of 9600 MT/year. This bifurcation will help us maintain clear production records and ensure full compliance with regulatory requirements. Accordingly, the industry was visited by officer of the Board on 29.12.2025. During the visit, the industry was found complying with the provisions of Water Act, 1974 and Air Act, 1981.There is no generation of trade effluent. Only domestic effluent is being discharge onto land for plantation after septic tank. The industry is situated in industrial zone as per DTP certificated issued by the DTP Ludhiana vide letter no. 67 dated 06.01.2015. The industry has already submitted the approved building from approved architect Sh. Nitin Kumar. Further, the Govt. of India, MoEFCC vide GSR 593(E) dated 21.07.2022 has notified rules to include EPR regime for waste tyres. In compliance to above notification, the subject cited industry has registered itself on the EPR portal as recycler of waste tyre vide registration no. B-29016 / (WT Recycler)/23/WM-III/00958 dated 29.01.2024 for annual waste tyre recycling capacity of 10752 MT/annum. In view of above, may if approved, varied consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 may be granted upto 30.09.2030 with special condition that the industry will submit EPR certificate of waste tyre recycler with amended end products of Crumb rubber & reclaim rubber in accordance with the consented production details within one month, please.
