File Note: The detail agenda attached by RO be perused. The industry is Large scale R-17 engaged in manufacturing of writing and printing paper from waste paper. Earlier, the industry was granted CTOs valid upto 31/03/2026 for manufacturing of Writing Printing paper, Newsprint & Coated Paper Board @1300 Metric Tonnes/Day Co-generation @30.6 Megawatt by products. The industry was visited by a team comprising of following officers on 10.12.2025: - 1. Er. Harpal Singh, CEE, Jalandhar 2. Er. Samita, SEE, Zonal Office, Amritsar 3. Er. Kamaljeet Singh Virdi, EE, Zonal Office, Amritsar 4. Er. Vinod Kumar, AEE, Regional Office, Batala 5. Er. Dalvir Singh, ASO, Zonal Lab, Jalandhar. During inspection, the stack emission and treated water samples were collected and sent to Zonal Lab, Jalandhar for analysis. The industry has applied for renewal of consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 as such again visited by Er. Samita, SEE, Er Sukhdev Singh EERO and Er Sukhmani AEE on 06.01.2026 and detail agenda is attached. The Stack emission samples and effluent samples are within the prescribed limit. The compliance report consent conditions of previous consent is also attached in agenda. The regional office has reported that the industry is utilizing its treated trade effluent back into process and about 33 % is used against 40 % and in plantation area 8% is utilized against 10%. Further for explore the possibilities reduce the contribution of equivalent pollution load by undertaking external community projects along with implementation schedule, the industry has proposed insitu Bioremediation in Hundiara drain, for which permission from Department of Water Resource is pending and The CEE, Jalandhar has also written a DO letter dated 27.11.2024 to Chief Engineer, Department of Water Resource to expedite the permission to the industry for in-situ remediation, however no permission or communication has been received from the said Department. May if approved Consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry upto 31.03.2031 with suitable terms and conditions with special condition that:- 1. The industry shall increase its utilization of treated trade effluent into the process to 40 % and utilization of treated trade effluent into land for plantation to 10% within 06 months. 2. The industry shall expedite for permission from Department of Water Resource for insitu Bioremediation in Hundiara drain and shall complete it within 6 months.
