File Note: Proposal of Project Proponent: - It is submitted that the project proponent has proposed to Develop plotted colony for Farm Houses (Under Low Density Country Homes Residential Development Project) & S.C.O.'s in land measuring of 48.5144 Acres (OR) 234809.575 Sq. Yards (OR) 196330.71 Sq. Meters and accordingly has applied for obtaining Consent to Establish of the Board (NOC) under the provisions of the Water (Prevention & Control of Pollution) Act 1974 & under the Air (Prevention & Control of Pollution) Act 1981 namely M/s SKB Infra, Vill-Gureh, Ferozepur Road, Ludhiana by providing 29 no. of Farm Houses (Under Low Density Country Homes Residential Development Project) & 40 no. S.C.O.'s, under small scale orange category bearing category code- 10.1 Building construction project ≥ 20,000 sq. m. built-up area, alongwith requisite documents and adequate fee. Fee Details:- The project proponent has deposited Rs. 11,300/- (Rs. 10,800/- NOC fee + Rs. 500/- as application form fee) deposited through online vide R. No. 18211010 dated 06.01.2026 and Rs. 10,800/- vide R. No. N354232792919183 dated 20.12.2023 as NOC fee against the proposed cost of project of Rs. 1453.30 lacs, which is adequate for one year. Partnership deed: - The project proponent has submitted partnership deed executed on 06.09.2025, as per which there are 03 no. partners namely 1. Amrit Kaur Saluja W/o Late. Sh. Gurnam Singh Saluja Residents of 173-B, BRS Nagar, Ludhiana having 37.5% of share. 2. Joginder Singh Bajaj S/o Sardar Singh, Residents of 19-B Raj guru Nagar. Ludhiana having 25% of share. 3. Raj Kunwar Singh S/O Jasminder pal Singh, Residents of 270-H BRS Nagar, Ludhiana having 37.5% of share. The industry has also submitted the authority letter in name of Sh. Raj Kunwar Singh S/O Jasminder pal Singh, Partner. License to develop colony: - The project proponent has submitted License issued by GLADA, Ludhiana vide License no. CA/GLADA/LDH/2024/821 dated 28.03.2024 for developing land as Low Density Housing Project namely "Belaire" (Area 48.5144 acres) situated at Village Gureh (H.B. No. 111), Tehsil Jagraon, District, Ludhiana. The industry has also submitted the copy of the internal letter of the DTP, Ludhiana which has been sent to the office of Administrative Officer, (Licensing), GLADA , Ludhiana in which classification of land has been mentioned which and same is reproduced below:- "ਸਾਈਟ ਨੂੰ ਪਹੁੰਚ ਲੁਧਿਆਣਾ-ਫਿਰੋਜਪੁਰ ਸੜਕ ਤੇ ਹੈ, ਜੋ ਕਿ ਐਨ.ਐਚ-95 (ਨਿਊ-05) ਹੈ। ਇਸ ਸਬੰਧੀ ਨੈਸ਼ਨਲ ਹਾਈਵੇ ਵੱਲੋ ਐਨ.ਓ.ਸੀ ਨੰ:102/NOC/2018/NHAI/ PIU-LDH/11214, dated 31.10.2022 ਰਾਹੀ ਜਾਰੀ ਕੀਤਾ ਹੋਇਆ ਹੈ (ਕਾਪੀ ਨੱਥੀ), ਜਾਰੀ ਕੀਤੇ ਗਏ ਐਨ.ਓ.ਸੀ ਨਾਲ ਲੇਆਉਟ ਪਲੈਨ ਵਿੱਚ 10 ਮੀਟਰ ਨੋ-ਕੰਸਟਰਕਸ਼ਨ ਜੋਨ ਤਜਵੀਜ ਕੀਤਾ ਗਿਆ ਹੈ। ਪ੍ਰਵਾਨਤ ਮਾਸਟਰ ਪਲੈਨ ਜਗਰਾਓ (2010-31) ਦੀਆਂ ਤਜਵੀਜਾਂ ਅਨੁਸਾਰ ਲੁਧਿਆਣਾ-ਫਿਰੋਜ਼ਪੁਰ ਰੋਡ ਤੋਂ 200 ਮੀਟਰ ਤੱਕ ਮਿਕਸ ਲੈਡ ਯੂਜ ਅਲਾਂਗ ਰੋਡ ਫਰੰਟ ਜੋਨ ਅਤੇ ਬਾਕੀ ਬਚਦਾ ਪਿਛਲਾ ਹਿੱਸਾ ਖੇਤੀਬਾਰੀ ਜੋਨ ਵਿੱਚ ਪੈਂਦਾ ਹੈ। ਯੂਨੀਫਾਈਜ਼ ਜੋਨਿੰਗ ਰੈਗੂਲੇਸ਼ਨਜ ਐਂਡ ਡਿਵੇਲਪਮੈਂਟ ਕੰਟਰੋਲ ਦੀਆਂ ਤਜਵੀਜਾਂ ਮੁਤਾਬਕ ਇਨ੍ਹਾਂ ਜੋਨ ਵਿੱਚ Low Density Housing Project ( ਫਾਰਮ ਹਾਊਸ ਕਲੋਨੀ) ਆਗਿਆ ਯੋਗ ਹੈ। ਨੋਟੀਫਿਕੇਸ਼ਨ ਨੰ 17/09/2016-5HG2/2315 dated 26.08.2016 ਅਨੁਸਾਰ Low Density Housing Project ( ਫਾਰਮ ਹਾਊਸ ਕਲੋਨੀ) ਘੱਟੋ ਘੱਟ 30 ਏਕੜ ਰਕਬਾ ਲੋੜੀਂਦਾ ਹੈ, ਜੋ ਕਿ 45.5144 ਏਕੜ ਹੈ, ਜਿਸ ਪ੍ਰਤੀ-ਪੂਰਤੀ ਵਿਸ਼ੇ ਅਧੀਨ ਸਾਈਟ ਕਰਦੀ ਹੈ।" Aks Sajra:- The project proponent has submitted copy of Aks Sajra. Site Plan:- The project proponent has submitted Site Plan, which is signed by STP, Ludhiana vide no. 1623STP(L)/LA-23 dated 08.11.2023. Wastewater Proposal:- The project proponent has proposed to consume 115 KLD (Farm House @ 102.0 KLD & SCOs @ 13.0 KLD) of fresh water for domestic use, from which it will generate 92 KLD (Farm House @ 82.0 KLD & SCOs @ 10 KLD) domestic effluent. The project proponent has proposed that the farm house owners will install their individual STPs for the treatment of domestic effluent generated from their premises and treated effluent will be discharged onto land for plantation. Further, the project proponent has proposed to install STP of capacity 20 KLD for the treatment of effluent generated from SCOs. The treated effluent will be discharged onto Land for Plantation inside the Project area @36000 Sq. mts. The proposed STP of capacity 20 KLD consisting of Sewage Water  Collection Cum Equalization Tank  Fluidized Bio Reactor-I  Fluidized Bio Reactor - II  Secondary Tube Settler  Chlorine Contact Tank  Pressure Sand Filter  Activated Carbon Filter  Treated Water Disposal. Solid Waste:- The project proponent has proposed that the generation of Solid Waste will be appox. 450 Kg/Day. Mechanized Composter of suitable capacity will be provided for processing of biodegradable waste including horticultural waste. Recyclable waste shall be given to the authorized recycler. Non-Recyclable waste will be given to nearby industrial plant to use it as an alternative energy source. Inert waste generated from the project shall be stored within the project premises; until the development as well as operation of a Sanitary Land fill of concern MC. Visit:- The proposed site of the colony was visited by undersigned on 14.01.2026 and it was observed as under:- 1. The site of the proposed residential colony is located at Vill-Gureh, Ferozepur Road, Ludhiana. The site falls partially in mixed land use and partially in agricultural land use zone of approved Master Plan of Jagraon (2010-2031). The said establishment is allowed at the site as per the DTP, Ludhaina. 2. The promoter has proposed to develop a residential colony in an area of 48.5144 Acres. 3. The promoter has started levelling the proposed land and the work for providing boundary walls has also been completed at site. 4. No rice sheller/ saila plant, stone crusher, falls within the radius of 500 mtrs from the proposed site of the colony. No brick/cement plant/ cement grinding units and hot mix plant falls within the radius of 300 mtr from the proposed site of the colony. 5. No air polluting industry is falling in the radius of 100 mtr from the proposed site of the colony. No MAH unit falls within 250 mtr of the proposed site of the colony. 6. Thus, the site of proposed colony is suitable as per Deptt of Science Technology, Environment & Non Conventional Energy Govt. of Punjab Order No. 3/6/07/STE(4)/3770 dated 30.10.2009. The project is a plotting project and the project proponent will earmark the plots and proposed to sale these plots. Hence, the built-up area cannot be adjudged in this case. Therefore, the project is not covered under EIA notification dated 2009. From the mentioned facts, it is evident that the site is suitable for development of Low-Density Residential Projects as per the policy of the Board under prevalence. Recommendations:- In view of the above, may if approved, the request of the project proponent may be consider & NOC may be granted for one year to Develop plotted colony for Farm Houses (Under Low Density Country Homes Residential Development Project) & S.C.O.'s in land measuring of 48.5144 Acres (OR) 234809.575 Sq. Yard (OR)196330.71 Sq. Meters, under orange category subjected to suitable conditions. Competency CEE
