File Note: It is submitted that the project proponent was granted consent to establish (NOC) under the provisions of Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTE/Fresh/PBIP/SAS Nagar/2024/2404322251dated 20.05.2024 valid upto 17.04.2025 for Commercial project in an area of 5.39375 Acres with built-up area of 1,23,407.82 sqft or 11,464.86 sqm consisting of components as 39 no. SCOs, 34 no. shops, 2 no. Anchor Stores and 31 no. booths as per the proposed site plan submitted by the project proponent. Thereafter, the project proponent had obtained extension of Consent to establish (NOC) under the provisions of the Water (Prevention & control of Pollution) Act, 1974 And Air (Prevention & Control of Pollution) Act, 1981 vide no. CTE/Ext/PBIP/SAS/2025/2507982723 dated 19.08.2025, valid till 17.04.2027 with certain conditions. Now, the project proponent has applied fresh consent to establish under the provisions of the Water (Prevention & control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for SCO @ 37 No./Day, Shops @ 61 No./day and Booth @ 15 No./day as per the approved site plan along with requisite documents. The project proponent has submitted brief project report as per which proposed project cost is Rs. 36.24 crore. The project proponent has deposited Rs. 43,700/- vide UTR no. ICICN52025121100458341 dated 11.12.2025 as NOC fee which is adequate for two years. Water Details The project proponent has submitted brief project report as per which the total population of the project is 374 persons. The total water requirement is 24 KLD. The wastewater generation is 19.2 KLD after treated through STP of capacity 30 KLD, 12 KLD will be used for flushing purpose and remaining 7.2 KLD will be utilized on green area (1287 sqm). STP of 30 KLD will be provided. UNITS PROPOSED Collection Tank -- Tube Settler -- MBBR reactors -- Clear water sump -- Ultra Filtration -- Sludge drying beds Solid Waste Details The total solid waste of approximately 168 Kg/ Day. 80 kg mechanical composter will be provided. The garbage to be generated from the COMPLEX is assumed to be of the following types ❖ Household Garbage and Rubbish: Waste from food preparation, sweepings, cleaning, fuel burning, gardening waste, old cloths, waste wood, packaging, ferrous and non-ferrous materials etc. ❖ Street Sweepings: Like dirt, litter, drain cleaning, leaves, wood pieces, animal manure etc. ❖ Construction and maintenance debris: This is waste construction material and will be dealt with separately. Property Details The project proponent has submitted LOI to set up a commercial colony namely at Sector 110 on an area 5.39375 acres issued by GMADA vide memo no. GMADA/DTP/2023/86 dated 09.01.2024. The project proponent has submitted Change of Land Use for commercial Colony to be developed by M/s New Horizon Colonizers LLP in an area 43 Kanal 3 Marle (5.39375 acres) issued by DTP vide memo no. 387 dated 10.03.2023. The project proponent has submitted incorporation certificate in the name of New Horizon Colonisers. The project proponent has submitted LLP agreement executed on 17.06.2021 between Mr. Gaurav Goyal and Sh. Sailander Solanki. Visit The site was visited by officer of the Board on 13.01.2026 and during visit it was observed as under: 1. The construction has yet not started at the site and the site was demarcated with temporary boundary. 2. As physically observed, the distance of the proposed site from the various approved existing operational industries / units (for which specific siting guidelines has been issued by the Board for time to time), is more than the required distance as per the siting criteria given as under: Sr. No. Type of Industrial unit Required distance as per siting criteria 1. Jaggery Unit 200 m The site is complying with general siting criteria as per policy dated 30.04.2013 and specific sitting guidelines as per the Department of Science, Technology, Environment, Government of Punjab notification no. 3/6/07/STE(4)/2274 dated 25.07.2008. 3. There is no MAH industry within a radius of 250 m and no air polluting industry within a radius of 100 m from the boundary of the proposed site of the project. 4. The project proponent has proposed to installed 01 DG set of capacity 63 KVA with canopy. In view of the above, it is recommended that Consent to Establish under the provisions of the Water (Prevention and Control of Pollution) Act, 1974 and the Air (Prevention and Control of Pollution) Act, 1981 may be granted for a period of one year subject to suitable conditions and following additional conditions that: 1. The promoter shall not allow any occupancy in the project till the time adequate arrangements for treatment & disposal of wastewater and solid waste are made as well as 'consents to operate' under the Water Act, 1974 & the Air Act, 1981 are obtained. 2. The project proponent shall submit the complete drawing and design of the STP and its component at the time of obtaining consent to operate. 3. The project proponent shall provide separate water meter and energy meter for the STP and maintain record of the same on daily basis. 4. The promoter company shall ensure that the total built up area of all individual projects/plots combined together is not more than 1,50,000 sqm, otherwise the project as such is covered under category 8(b) of the schedule appended to the EIA notification and project proponent of the area development project is required to obtain the environmental clearance, failure which, the promoter company shall be liable for action for the violation of EIA notification dated 14/09/2006. 5. The promoter company shall ensure that the total built up area of construction being carried out by it orany different builders may not be greater than 20,000 sqm, otherwise the project as such is covered under category 8(a) of the schedule appended to the EIA notification and project proponent of the building and construction project is required to obtain the environmental clearance, failure which, the promoter company/builder shall be liable for action for the violation of EIA notification dated14/09/2006. 6. The project proponent shall utilize treated wastewater from nearby STPs for the construction purpose and shall submit an agreement in this regard within one month. 7. The project proponent shall place adequate no. of bins outside its premises from where the Municipal Solid Waste shall be got lifted. 8. The project proponent shall properly handle and manage the solid waste as per the provisions of the Municipal Solid Waste Management Rules, 2016 and ensure that the solid waste is segregated into biodegradable and non-biodegradable components. The biodegradable component shall be treated by providing mechanical composter of adequate capacity to produce compost, which will be disposed of/reused in an environmentally sound manner and the non-biodegradable solid waste shall also be disposed of in an environmentally sound manner. 9. The project proponent shall also ensure that the hazardous waste and e-waste components of the solid waste shall also be segregated and the same shall be channelized to the authorized facility for such type of waste. 10. The project proponent shall comply with the provisions of the Construction and Demolition Management Rules, 2016. 11. The project proponent shall take adequate steps to the effect that the construction material of any kind that is stored at site shall be fully covered in all respects so that it does not disperse in the air in any form. 12. The project proponent shall ensure that all the construction material and debris shall be carried out in trucks or other vehicles which are fully covered and protected so as to ensure that the construction debris or the construction material does not get disburse into the air or atmosphere in any form. 13. The project proponent shall take all necessary steps to control the dust emissions to be generated from the construction activities of the project. 14. The project proponent shall ensure that the vehicles carrying construction material and construction debris of any kind shall be cleaned before it is permitted to ply on the road after unloading of such material. 15. The project proponent shall provide mask to every worker working on the construction site and involved in loading/ unloading and carrying of construction material and construction debris. 16. The project proponent shall provide all medical help, investigation and treatment of workers involved in construction of building and carrying out construction material and debris related to dust emissions. 17. The promoter shall develop its commercial complex strictly in accordance with the layout / building plans approved / to be approved by the Competent Authority. 18. The project proponent shall obtain permission from the PWRDA for the abstraction of ground water if applicable. 19. The project proponent shall install antismog gun to control the dust emission emitted at the time of construction. 20. The NOC is being issued to the project proponent based upon the documents/ information submitted by it alongwith the online application form. The Board would be at liberty to take penal action against the industry/project proponent and its responsible/ concerned person(s) in case information/document is detected as incorrect/false/misleading at any point of time, without any opportunity of Personal Hearing. 21. In case the project proponent fails to comply with the provisions of the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986 and/or any other environmental law applicable to the project and Rules, Circulars & Directions issued by the Board from time to time, action as deemed fit shall be taken against the project proponent. *Competency – Worthy Member Secretary of the Board
