It is intimated that the industry is a small scale red category unit and applied fresh consent to operate under the Water Act, 1974 and the Air Act, 1981 for manufacturing of hosiery garments (Apparels / t-shirts) @ 1000 Numbers/Day alongwith generation of trade effluent @ 1.50 KLD on to land for plantation after treatment through ETP and domestic effluent @ 2.0 into sewer after septic tank.
The date of commissioning of the unit is May 2022 (Copy PSPCL Bill No. 3007706606). The industry has deposited the consent fee of Rs. 2,48,400/- (Rs. 38800/- vide receipt No. 903734889 dated 30.12.2025, Rs. 90800/- vide no. 300955846 dated 06.01.2026 under the Water Act, 1974 and Rs. 46800/- vide receipt No. 201117167 dated 30.12.2025, Rs. 72000/- vide no. 11230738 dated 06.01.2026 under the Air Act, 1981 respectively). The Consent fee deposited by the industry is adequate for period upto 30.11.2029 under both acts after deducting penalty.
The industry was visited by Er. Gurvinder Singh, AEE of this office on 12.01.2026 and observed as under:-
1. The industry was in operation during the visit.
2. The industry was engaged in manufacturing and printing of hosiery garments (Apparels / T-shirts and there is no dyeing process observed inside its premises.
3. The unit has installed approximately 150 stitching machines, 02 Nos Overlocking machines, 07 Nos button machines, 02 Nos fusing machines, 05 Nos cutting machines and 02 Nos digital printing machines in its premises.
4. The industry has installed ETP for treatment of trade effluent generated from the washing of printing stencils. The reading of the ETP flow meter was 0.85 KL. The treated waste water was stored in PVC water storage tank and PVC pipe connected on to land for plantation (parks) in its premises. ETP sludge (Approx 200 Kgs) was stored in HWM room.
5. The industry is having one DG set of capacity 260 KVA with canopy and with adequate stack height.
6. The unit has submitted land classification from District Town Planner, Ludhiana vide letter no: 382 /ATP/D dated 23.10.2025 under which unit falls in designated "Industrial Zone" as per approved Master Plan, Ludhiana (2007-21).
7. The unit has submitted lease deed of land and copy site plan/building plan.
8. The industry is complying with the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981.
In view of the above, it is recommended that:-
1. Consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry for six months with general conditions.
2. Directions u/s 33A of Water (Prevention & Control of Pollution) Act, 1974 may be issued to the PSPCL authority for temporary restoration of electric supply for six months.
