Background
It is submitted that the project proponent has earlier obtained fresh consent to establish (NOC) vide no. CTE/Fresh/SAS/2024/26557579 dated 28/10/2024 having validity upto 27/10/2025 under the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for Commercial project in an area of 22,055.37 Sqm (5.45 acre) having SCO-1 (G+3) @ 1 no., SCO (2-26) (G+3) @ 25 no. and DSS (G+1) @ 48 no. with built-up area 13,418.406 Sqm, along with certain suitable conditions mentioned therein.
Present status
Now, the project proponent has applied for obtaining fresh consent to operate under the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for SCO 1 (G+3) @ 1 number/year, SCO 2-26 (G+3) @ 25 number/year, along with requisite documents.
Fee details
The project proponent has deposited Rs. 42000/- vide receipt no. 368352216 dated 22.12.2025 under the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Rs. 42000/- vide receipt no. 75335400 dated 22.12.2025 under the provisions of Air (Prevention & Control of Pollution) Act, 1981. After deducting the penalty fee, the fee deposited by the project proponent is adequate upto 30.09.2030 against the total cost of the project of Rs. 379.76 lacs. The project proponent has submitted a CA certificate of total fixed assets of Rs. 379.76 lacs as on 10.12.2025.
Project Overview
1. The project proponent has submitted a self declaration for proprietorship, which is reproduced as under:
“I, Suchet Monga s/o Harjit Singh resident of House no. B-501, Ivory Towers, Sector 70, SAS Nagar Mohali Punjab, do hereby state and affirm as under:
• I am the sole owner/ proprietorship of a business operating under the name and address “Monga City Centre” by M/s Monga Inratech, located at Sector 115, SAS Nagar, Mohali operating from 08.07.2017.
• Resolved that Mr. Suchet Monga, Sole Proprietor, as authorized signatory for filing common application form (CAF) & regulatory clearances in PBIP and submit various documents electronically and/or to make applications, representations, modifications or alterations on behalf of the project before the concerned state authorities as and when required.
• This business is not operated/undertaken by a partnership firm or Limited Liability Company.
• That the contents of this declaration are true and correct to the best of my knowledge and belief.”
2. The project proponent has submitted a site plan approved by the competent authority, i.e, Chief Town Planner, Chandigarh vide no. 2637CTP(PB)/CC-23 dated 20.07.2023.
3. The project proponent has submitted the compliance report of previous obtained consent to establish (NOC) from the Board.
4. The project proponent has submitted an electricity bill of M/S MONGA INFRATECH, # COMMON SERVICES MONGA CITY CENTRE CHAPPAR CHIRI KHURD having connection date 31.01.2025.
5. The project proponent has submitted a GST certificate dated 17.09.2021
Water details
The project proponent is consuming 32 KLD fresh water out of which 12 KLD fresh water is being extracted from the borewell for consumption purposes. Out of 32 KLD, 26 KLD of waste water is being generated from the premises. Domestic effluent of 26 KLD is being treated in STP of capacity 55 KLD based on MBBR technology followed by UF. Out of 25 KLD treated waste water from STP, 20 KLD is being reused for flushing purposes and 0.4 KLD is being discharged onto green area i.e., 0.18 acre and rest 4.6 KLD excess waste water will be disposed off onto area of 0.15 acres reserved under Karnal Technology within project premises till GMADA sewer is connected.
The project proponent has submitted a completion certificate of STP of capacity 55 KLD based on MBBR Technology followed by UF issued by M/s Eco Paryavaran Engineers & Consultants Pvt. Ltd., Phase- VIII B, Mohali dated 24.02.2025.
Air details
The project proponent has installed 02 no. DG sets of capacity 125 KVA and 25 KVA, equipped with canopy and stack of adequate height.
Solid waste
Solid waste of quantity 354 Kgs/day is being generated from the premises. The solid waste will be duly segregated at source into biodegradable and non-biodegradable components. Biodegradable waste is being composted by use of already installed composter of capacity 350 kg/day and manure generated is being utilized within the project for landscaping. Non-biodegradable and inert waste is being handed over to local kabaris for further disposal.
The project proponent has submitted a permission from GMADA issued vide memo no. GMADA/DE(PH-1)/2024/184 dated 24.04.2024 regarding disposal of solid waste from commercial colony “Monga City Centre” situated at village Chappar Chiri Khurd, Kharar-Landran Road, Sector 115, SAS Nagar, Mohali, Punjab 140301 (M/s Monga Inratech).
Visit Report
The site was visited by the undersigned on 17.01.2026. During the visit, it was observed as under:
1. The above-mentioned project site is located at Sector 115, Distt. SAS Nagar having SCOs @ 26 nos. having G+3 configuration out of 104 floors, 20 floors of SCOs were occupied and shops @ 48 nos. having G+1 configuration and all the shops are under construction.
2. The project proponent has installed 02 no. tubewells for fresh water consumption at the project premises with water meter installed at the same.
3. The project proponent has installed STP of capacity 55 KLD based on MBBR Technology followed by Ultra filtration which was operational at the time of visit and the record of the same is being maintained on daily basis. During the visit, samples from the STP were collected and sent to HO Lab, Patiala for further analysis. The results of the same are awaited.
4. The project proponent has installed 02 no. DG sets of capacity 125 KVA and 25 KVA, each equipped with canopy and stack of adequate height.
5. For in-situ management of solid waste generated, the project proponent has installed one no. mechanical composter of capacity 350 kg/day at the premises.
Recommendations
From above, the project proponent is found complying with the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981.
In view of the above, may if approve, it is recommended that fresh consent to operate under the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 be granted upto 31.12.2028.
