Present status
It is submitted that the project proponent has applied for obtaining fresh consent to establish (NOC) under the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for 04 Residential Towers having dwelling units @ 462 no./year and 01 no. Club having Built-up area 5,077.13 sq.m having total land area of 40461.32 sqm and built-up area of 222261.8 sqm, along with requisite documents.
Environment Clearance
The project proponent has obtained EC vide file no. 2025/EC/F/279 dated 20.11.2025 for Group Housing Project namely “Noble Aurelia” at site no. 5, Sector 88, SAS Nagar, Punjab having total land area @ 40,461.32 sq.m. (10 acres) and built-up area @ 3,19,667.53 sqm.
Fee details
The project proponent has deposited Rs. 864500/- vide receipt no. 225569403 dated 22.10.2025 under the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981. The fee deposited by the project proponent is adequate for 02 years against the total cost of the project, i.e., Rs. 1014.94 Crores.
Project overview
1. The project proponent has submitted the proposed site plan of the project duly approved by the Competent Authority, i.e., Member Building Plan scrutiny committee - cum - Senior Town Planner, SAS Nagar vide letter no. 2535-STP(SAS)/SB-8(G) dated 14.08.2025.
2. The project proponent has submitted an allotment letter of group housing chunk site no. 5, measuring 40461.32 sqm, sector 88, SAS Nagar issued by GMADA, Sector 62, SAS Nagar dated 20.04.2023.
Water details
The project proponent has proposed that 547 KLD of fresh water will be extracted through GMADA supply out which domestic effluent of 438 KLD will be generated. Domestic effluent of 438 KLD will be further treated in STP of capacity 550 KLD out of which 201 KLD wastewater will be recycled and rest 228 KLD will be disposed onto 2.77 acres green area and excess into GMADA sewer.
Air details
The project proponent has proposed to install 05 no. DG sets of capacity 1000 KVA each equipped with canopy and stack of adequate height.
Solid waste details
Solid waste of about 1,911 kgs/day will be generated (@ 0.2 kg/capita/day for club & visitors and @ 0.4 kg/capita/day for residential population). The municipal solid waste shall be duly segregated into biodegradable and non-biodegradable components. A separate area will be earmarked for segregation of solid waste. Biodegradable waste will be converted into manure using 2 Composters of 500 kg capacity each. Non-biodegradable waste (recyclable waste) will be disposed off through authorized recycler vendors. Inert waste will be dumped to authorized dumping site. STP sludge will be dried and used as manure for green area development within the project.
Visit Report
The site of the project was visited by the undersigned on 08.01.2026. During the visit, it was observed as under:
1. The project proponent has started the excavation of soil.
2. The project proponent has installed RMC plant at the site which was operational.
3. Approximately 62 no. of labourers were residing at the site. Labour hutments were provided at site. No adequate arrangements have been made for the wastewater generated by the labourers.
4. Approximately 32 labour hutments provided outside the premises near the boundary wall where around 360 no. of labours were residing.
5. The project proponent has installed one no. tubewell at the site with no water meter at the same.
6. The project proponent has installed 02 no. DG sets of capacity 1600 KVA and 2500 KVA, equipped with canopy and stack of inadequate height.
Recommendations
From above, the project proponent is not found complying with the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981.
In view of the above, may if approve, it is recommended that fresh consent to establish (NOC) under the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 be refused, please.
