• It is intimated that the industry is large scale red category unit.
• The project proponent was granted Consent to Establish (NOC) under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 from PBIP, Chandigarh and the same is going to expired on 05.03.2026.
• Now, the project proponent has applied for Consent to Establish (NOC for extension) under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 through OCMMS of the Board for the establishment of a new unit at Plant no. 2 Plant no. 2, A-20-21 Focal Point Extension Jalandhar with the proposal to manufacturing of Hand Tools Items @ 95000 Numbers/Day and Motor Vehicles Parts @ 5000 Numbers/Day by using Steel Flat and Steel Round @ 25 T/day as raw material.
• The project proponent has deposited the fees. Rs. 72000/- vide UTR no. 192597936 dated 12.01.2026 as NOC fee adequate for one year.
• The industry has submitted request letter with the application in which it was mentioned that: -
It is informed you that our industry granted consent to establish (NOC) for an 'industrial unit u/s 25 Water (Prevention and Control of Pollution) Act, 1974 and u/s Air (Prevention and Control of Pollution) Act, 1981 vide your office letter no. PBIP/PPCB/2025/3000 dated 09.04.2025 which is valid upto 05.03.2026 with certain conditions. But the construction work and erection of installation of machinery work is still in progress and could not complete till time. NOC compliance report and requisite fee and documents also uploaded with the online application. So, you are requested to kindly extend the validity of consent to establish (NOC) for an industrial unit u/s 25 Water (Prevention and Control of Pollution) Act, 1974 and u/s Air (Prevention and Control of Pollution) Act, 1981for further one year please.
• The proposed site was visited by undersigned of this office on 19.01.2025 and it was observed that the construction work of the proposed project is 70 % completed only. The site falls in Focal Point and as such, it is suitable for setting up of proposed unit.
Recommendations: Keeping in view of above, if approved consent to establish (NOC for extension) under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry for one year with suitable conditions and with special conditions that :
1. The project proponent shall obtain necessary permission/ statutory clearance from the concerned Departments, if required, if any, in future its own level.
2. The industry shall ensure that no nuisance is created due to establishment of the unit in nearby area.
3. The industry will submit agreement with CETP while obtaining consent to operate of the Board.
