Ma'am, the point wise reply of the observations is as under:

1 As pre the report of RO, the unit is a restaurant of capacity 75 Seats and has provided applied for CTO for discharge of domestic effluent @ 12 KLD into sewer after passing through Oil and Grease trap. However, the same is not in consonance with the CPCB’s “Mechanism/Guidelines for Control of Pollution and Enforcement of Environment Norms at Individual Establishinents and the Area/ Cluster of Restaurants/ Hotels/ Motels/ Banquets” issued in 2020 and as adopted by the Board vide o/o no. 64 dated 02.02.2021, as per which, “A restaurant with minimum seating capacity of 36 shall install ETP”. RO is required to clarify regarding the same. As per Office order no. 64 dated 02.02.2021, the establishments having their outlets connected with city sewage system having terminal STP(s) and having due written permission from the concerned local body and competent authority shall provide the necessary treatment arrangements as prescribed by MoEF&CC vide notification no. GSR/794(E) dated 04.11.2009 and PPCB office order no. SEE(HQ1)/F.244/2011/271 dated 10.10.2011.
In this case, the restaurant has provided oil & grease trap for the treatment of effluent arising from its kitchen and the same is being discharged into MC sewer, which is further connected to the terminal STP of Rajpura.
As such, the restaurant is not required to provide ETP for the treatment of effluent generated.
2 RO has not mentioned the details regarding suitability of the site for operation of the restaurant at the site and details of any documents submitted by the pp in this regard. The unit has submitted a letter issued vide no. 4604 dated 23.12.2025 by EO, MC, Rajpura, vide which, the MC has no objection regarding operation of the unit. As such, the site is suitable for the operation of the Restaurant-cum-Banquet Hall.
3 The pp has not uploaded permission obtained from MC for discharge of effluent into MC sewer, with online application form. The PP has submitted the receipt regarding payment of sewage bill; however, it has not submitted any written permission from MC, Rajpura for discharge of effluent into MC sewer.
