It is submitted that M/s Eminent Arcade, Village Khawaspur, H.B. No. 246, Jalandhar Road to Phagwara Road Bye Pass, Tehsil & District Hoshiarpur, has applied for Consent to Establish / NOC under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 for establishment of a commercial project in 1.23 acres of land comprising 21 Shop-Cum-Offices (SCOs) with Ground Floor + First Floor (G+1).
The project proponent has deposited ₹10,800/- towards NOC / CTE fee vide Receipt No. 961889754 dated 16.01.2026, which is found adequate for consideration of the application.
The applicant has submitted documents including the approved layout plan along with Letter of Intent vide letter no 47 dated 17/12/25 , sewer discharge certificate issued by Municipal Corporation Hoshiarpur vide Letter No. 132 dated 16.01.2026, Fire Safety NOC, feasibility report of the proposed 35 KLD Sewage Treatment Plant (STP) based on MBBR technology, Detailed Project Report (DPR) depicting the total project cost and phasing of development, certificate of registration as Promoter issued by Jalandhar Development Authority (JDA) in the name of the proprietor, road access permission issued by PWD, Forest NOC issued vide Letter No. 1019 dated 06.05.2025, copies of land ownership documents, and other firm-related documents.
As per the STP pre-feasibility report submitted by the project proponent, the sewage generation has been assessed on the basis of National Building Code (NBC) norms. The total built-up area of the project is 3822.12 m², comprising 1911.06 m² each on Ground Floor and First Floor.
For population assessment, the Ground Floor has been considered as mercantile use with an occupant load of 3.0 m² per person, resulting in a population of approximately 638 persons, whereas the First Floor has been considered as business/office use with an occupant load of 10.0 m² per person, resulting in a population of approximately 192 persons. Accordingly, the total design population works out to about 830 persons.
Water demand has been calculated @ 45 litres per capita per day (LPCD), resulting in a total water requirement of about 37,350 litres per day (≈ 37.35 KLD). Sewage generation has been considered as 80% of the water demand, which works out to approximately 29.9 KLD (≈ 30 KLD).
Accordingly, the project proponent has proposed installation of a 35 KLD Sewage Treatment Plant (STP), providing adequate operational and safety margin. The STP is based on the Moving Bed Biofilm Reactor (MBBR) process and comprises screen chamber, collection-cum-equalization tank, MBBR reactor, secondary settling tank, chlorine contact tank, tertiary treatment units (PSF and ACF), ultrafiltration (UF) for flushing reuse, and sludge drying beds, supported with pumps and an electrical control panel. The treated effluent shall meet PPCB/CPCB norms, with reuse of treated wastewater for flushing purposes and the balance discharged into the Municipal Corporation sewer.
In reference to the present application, the site was visited by the undersigned on 19.01.2026, and the following observations were recorded:
1. The project site was found to be a vacant plot abutting the bye-pass road leading from Jalandhar Road to Phagwara Road.
2. A boundary wall has been constructed on three sides of the project site.
3. No construction activity was found in progress at the time of visit.
4. The surrounding area is commercial / mixed-use in nature and is suitable for the proposed project.
5. Municipal sewer connectivity is available in the vicinity for disposal of treated wastewater.
6. No hazardous or polluting industrial activity was observed in the immediate surroundings of the site.
In view of the above, it is recommended that Consent to Establish (CTE) under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 may be issued to M/s Eminent Arcade, Village Khawaspur, Tehsil & District Hoshiarpur, subject to the general and following special conditions.
1. The project proponent shall install and commission the 35 KLD STP (MBBR based) strictly as per the approved feasibility report before commencement of operation/occupancy.
2. No untreated wastewater shall be discharged outside the premises; treated effluent shall be reused for flushing and the balance disposed of only into the MC sewer.
3. Dual plumbing shall be provided for segregation of potable water and treated wastewater used for flushing.
4. Solid waste generated during construction and operation shall be managed as per the Solid Waste Management Rules, 2016, through authorized agencies / Municipal Council.
5. Storm water drainage shall be kept separate from the sewage network.
6. Any DG set, if installed in future, shall be provided with acoustic enclosure and adequate stack height as per norms, after obtaining permission from the Board.
7. The project proponent shall obtain Consent to Operate (CTO) from the Board before commencement of commercial operations.
8. Any change in project layout, built-up area, or STP design shall be intimated to the Board and revised consent obtained, if required.
