The Following were present: On behalf of Punjab Pollution Control Board Er. Sukhwant Singh, Environmental Engineer, Zonal Office-1, Ludhiana. On behalf of the industry Sh. Anand Garg, Partner The Environmental Engineer, Zonal Office-1, Ludhiana brought out that the industry is a small scale red category unit and was earlier visited by officer of the Board on 25.09.2025 and various violations were observed w.r.t. no record regarding fresh water consumption and effluent lifting was produced, unmetered water supply, not lifted effluent lifted during the months of February, April, May, June and July of 2025 and operating its unit without consent to operate under the Water Act, 1974. The industry was issued show cause notice for violation of the provisions under the Water Act, 1974 with an opportunity of personal hearing before the Senior Environmental Engineer of the Board on 30.10.2025, wherein it was decided as under :- 1. The industry shall regularly lift its trade effluent to the CETP operator in accordance with the agreement and ensure that no trade effluent is discharged into sewer or through any unauthorized means under any circumstances. 2. The industry shall maintain proper daily record of fresh water consumption and effluent lifted to the CETP and shall keep it available at site always. 3. The industry shall revise its agreement with CETP operator as per the actual generation of the effluent. 4. The industry shall provide additional storage tank to avoid any overflow from the main process tank, in case effluent is not lifted in time by re-processor/CETP operator. 5. The industry shall take up the matter with CETP operator for increasing the frequency for lifting of trade effluent, so that timely disposal of the effluent could be ensured. 6. The industry shall install CCTV cameras with 30 days of backup, facing towards the entry gate of the processing shed, fresh water meter installed in processing area & effluent storage tank, within 15 days. The industry shall devise a self-monitoring mechanism through CCTV cameras to ensure that no unmetered fresh water is taken for the process and no illegal disposal is made. 7. The Environmental Engineer, Regional Office-2, Ludhiana shall visit the industry within 07 days to verify the submissions made by the industry during the hearing and process the consent application on merits. The industry has earlier applied for obtaining fresh consent to operate under the Water Act, 1974 & Air Act, 1981 on 29.10.2025 and 12.10.2025 same were returned to the industry due to the reason that the industry has not submitted the proper proof regarding the classification of area. The industry has again applied for obtaining consent to operate under the Water Act, 1974 & Air Act, 1981. The industry was visited by the officer of the Board on 14.11.2025. During the visit, it was observed as under: 1. The industry was in operation and engaged in the process of manufacturing of fasteners. 2. The industry was engaged in electroplating process and the industry has revised its earlier agreement with M/s JBR Technology Pvt. Ltd., Ludhiana to an increase quantity @ 5000 Ltr/M for the treatment & disposal of trade effluent generated. 3. The record of fresh water consumption and effluent lifted was not in order. The industry could not produce the record of lifted effluent. 4. The industry has installed one PVC storage tank of capacity 2000 Ltrs, however, it was not accessible to check the quantity of effluent stored in it. As the tank is placed above the height of 10 Feet. 5. The industry has not provided CCTV cameras facing towards wet process area and water meter. 6. The industry has not submitted the proof regarding classification of area. The industry was issued show cause notice for refusal of consent to operate applied under the Water Act, 1974 & Air Act, 1981 vide letter no. 5622-23 dated 27.11.2025 with opportunity to submit reply, within 07 days. The industry has submitted the reply to the show cause notice stating that the industry has already installed proper CCTV cameras with 15 days back-up and has submitted valid proof of area classification by the GLADA in the name of owner of the site. To verify the reply submitted by the industry, the industry was visited by the officers of the Board on 19.12.2025 and during visit it was observed as under:- 1. The industry was in operation and engaged in nut and bolt manufacturing process. 2. During the visit, the industry is taking fresh water from unmetered supply with flexible pipe. 3. The industry has not produced the record of fresh water consumption and trade effluent lifted by CETP Operator during the visit. 4. The industry has not provided CCTV cameras facing towards storage tank and water meter. 5. The industry has installed one PVC storage tank of capacity 2000 Ltrs, however, it was not accessible to check the quantity of effluent stored in it. As the tank is placed above the height of 10 Feet. 6. Further, the industry has not submitted the proof regarding classification of area. The industry was issued show cause notice for refusal of consent to operate under the Water Act 1974 & Air Act, 1981 with hearing before the Senior Environmental Engineer of the Board on 09.01.2026. Sh. Anand Garg, Partner from the industry attended the hearing and submitted written reply which has been taken on record. He submitted that the industry was not operating the plating process during visit due to Power Cut. The foreman was setting the machine by refreshing the barrel and he has been directed not to do in the future & discharged 200 liter water which was collected into collection tank. The industry is maintaining record of fresh water & trade effluent lifting properly. The industry has already installed proper CCTV cameras facing to process area, at meter, Storage Tank & main gate & provided T. E. register box near process area. The industry has placed proper stack to assess the quantity of effluent in storage tank of 2000 Liter capacity. The industry has already submitted the valid proof of area classification by GLADA in the name of Owner of the site. He further requested to process the consent application. After hearing the industry, officer of the Board and considering material facts on record, the Senior Environmental Engineer of the Board decided that:- 1. The Environmental Engineer, Regional Office-2, Ludhiana shall re-visit the industry to verify the contentions made by the industry during hearing and submit report alongwith recommendations so as to decide consent applications. Submitted for confirmation of decisions of the hearing and for conveying to the industry and Regional Office for compliance of above decisions, please.
