Subject: Application for obtaining revised “Consent to Establish” (NOC) under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 - M/s The Chandigarh Walk, Village Raje Majra, Tehsil Ropar, District Rupnagar, Punjab.
It is intimated that the project proponent has obtained fresh “Consent to Establish” (NOC) under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTE/Fresh/PBIP/RUP/2025/2501100295 dated 25.02.2025, valid upto 03.01.2028 for Commercial SCOs 54 and 01 Drive thru in an area of 3.80625 Acres alongwith requisite documents and NOC fee.
The project proponent has again applied revised “Consent to Establish” (NOC) under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 and Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016 (due to not mentioned in total built up area) for Commercial SCOs 54 and 01 Drive thru in an area of 3.80625 Acres and total built up area 19939 sqm alongwith requisite documents and NOC fee.
The project proponent had already deposited NOC fee, which is adequate upto 03.01.2028.
The project proponent has submitted letter from GMADA (Greater Mohali Area Development Authority PUDA Bhawan. Sector-62 SAS, Nagar) vide memo no. GMADA/STP/2024/4471 dated 05.12.2024 for ’Issuance of letter of Intent for an area 3.806 Acres to set up a Commercial Project namely The Chandigarh Walk at Village Raje majra, Tehsil & District Rupnagar being developed by M/s Innovate 360 Planner LLP’.
The project proponent has also submit approved lay out plan by the Member layout plan scrutiny committee –cum-Senior Town Planner, SAS Nagar vide letter no. 2606 dated 28.11.2024.
Water Pollution
The Project proponent has proposed to install STP for the treatment of wastewater with capacity of 40 KLD based on MBBR technology as per the feasibility report and further treated effluent will be recycled for flushing and reused for Green area to be developed within the project as per the layout plan.
The proposed site was visited by AEE of this office on 13.01.2026 and it was observed as under:-
1. The proposed site is located in Village Raje Majra, Tehsil Ropar, District Rupnagar, Punjab adjoining to the M/s Genius international Public School.
2. The project proponent has construction of various blocks namely Block A, B, C & D is in progress at site.
3. The project proponent has construction of Block A of 133’x 45’(Lower Ground) is in progress.
4. The project proponent has construction of Block B of 136 x 41’(Lower Ground) is in progress.
5. The project proponent has construction of Block C of 55’x 64’(Upper Ground) is completed at site and the 1st floor is in progress at site.
6. The project proponent has construction of Block D at basement (238.5’ x 116.67’) is in progress. Steel Binding work is going on.
7. The project proponent has installed 1 no. submersible pump has been installed at site. The representative was advised to install water mater on the pump. He agreed upon the same.
8. No MAH unit existing unit in 250 meter no other air polluting unit rice sheller/ BKO other air polluting unit within 100 meter in the proposed site.
Environmental Clearance
The project is not covered under the ambit of environmental clearance as the total area of the development commercial Project in an area of 3.80625 acres (15403.133 sqm) and total built up area 19939 sqm (54 Commercial SCO’S & 1 Drive Thru).
In view of the above facts, it is recommended that the revised “Consent to Establish” (NOC) under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 for Commercial SCOs 54 and 01 Drive thru in an area of 3.80625 Acres and total built up area 19939 sqm may be granted project proponent upto 03.01.2028 with subject to suitable conditions as mentioned in the original consent to established already obtained by the project proponent.
