It is submitted that the proposed subject cited unit is small scale orange category rice sheller unit and was earlier granted Consent to Operate under the Water Act, 1974 & the Air Act, 1981 vide no. CTOW/Renewal/BAR/2021/15067430 & CTOA/Renewal/BAR/2021/15067319 dated 19.02.2021 for production g of Sorted Raw Rice (with Dryer) @ 1.0 TPH by processing of Paddy @ 1.5 TPH as raw material, which are valid upto 30.09.2029 subject to conditions mentioned therein.
Now the industry has applied for varied Consents to Operate under the Water Act, 1974 & the Air Act, 1981 for production of Sorted raw rice (With dryer) @ 2 TPH by processing of Paddy @ 3 TPH as raw material, under green category through OCMMS along with requisite documents. The details of the case as under:……………………
• The PP has submitted CA certificate vide dated 16.12.2025 showing fixed assets Rs. 96.25 lakhs (including plant & machinery of Rs. 2.85). …………….
• The PP has deposited Rs. 17,400/- each vide R. No. 717500007 & 317824165 dated 03.01.2026 under the Water Act, 1974 & the Air Act, 1981, which is adequate upto 30.09.2033.…………………
• The industry has also deposited Rs. 1400/- as NOC regularization fee, which is adequate.
• The industry has submitted report issued by DTP, Sangrur vide memo no. 3313 dated 17.12.2020, in which it is mentioned that the site of the rice sheller falls in local planning area of Tapa and master plan of which is under preparation and as per draft master plan, the site falls in Industrial Zone.
The site was visited by the undersigned on 16.01.2026 during tour to the area and it was observed as under: …………………………..
• The industry was not in operation at the time of visit as per its requirement.
• The representative informed that they have added one roller & silky in the machinery in the existing premises.
• The industry has installed cyclones as APCDs with paddy cleaner of dryer and shelling section, separately to contain the process emissions with dust emitting points connected to the APCDs. Stacks of adequate height have been provided with the APCDs alongwith provision to facilitate emission sampling, which were found in line / operationable condition.
• The industry has provided brick wall of adequate length with 15' height around husk discharge / storage area of in compliance to code of practice prescribed by the Govt. vide order dt. 15.10.2013.
• The industry has provided brick paving at movement area of vehicles, within its premises.
• The industry has provided septic tank for treatment of domestic effluent with provision to discharge onto land for plantation.
• The industry has planted trees along its boundary wall.
The industry is complying with the provisions of Water Act, 1974 & air Act, 1981 as well as code of practice prescribed by the Govt. order dt. 15.10.2013
Keeping in view of above, it is recommended varied consent to operate under the Water Act, 1974 & Air Act, 1981 may be granted to the industry for a period upto 30.09.2033 for operation of rice sheller unit with dryer alongwith sortex machine to manufacture Sorted raw rice (With dryer) @ 2 TPH by processing of Paddy @ 3 TPH as raw material, subject to the suitable conditions:………………..
i. The industry will discharge only treated domestic effluent onto land for plantation / green belt…………….
ii. The industry shall not increase its existing land area without prior permission of the Board. …………………
iii. The industry shall comply with zoning regulations of Master Plan, Tapa as and when notified and shall be bound to shift its unit in case the site fall in non-confirming land use zone after the notification of master plan…………………………….
iv. The industry shall not increase its production capacity without the prior written permission/NOC of the Board………………
v. The industry will obtain permission from Concerned Authority for abstraction of ground water………………………
