File Note: It is submitted that the industry is a small scale red category unit. Earlier the industry was granted Consent to establish (NOC for first time) under the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTE/Fresh/LDH1/2024/25003850 dated 04.03.2024 valid up to 03.03.2025 for setting up a unit for production of DYEING, WASHING AND FINISHING OF POLYESTER FABRIC @ 4 TPD or UNDYED PC COTTON FABRIC FOR DYEING, WASHING AND FINISHING @ 1.6 TPD. As per Granted NOC it was Proposed to install one BIO-MASS (husk/agrowaste) fired Thermo-pack with steam generator of capacity 2000000 kcal and one D.G set of capacity 50 KVA. The thermopack was to be supported by cyclone separator and wet scrubber. The resultant trade effluent was projected to be 71.3 KLD which was to be treated in ETP of capacity 125 KLD comprising of Collection – cum equalization tank - chemical dozing – floculator - primary tube settler - aeration tank - secondary tube settler - pre-filteration tank - MGF, ACF. The Disposal of the effluent was on to land for plantation. No special Conditions were imposed on the unit during grant of NOC. Originally, 3 Soft flow machines (2 x 300 KG and 1 x 200 KG) were proposed. Also, allied machinery was proposed for finishing of fabric however no particulars details were given in project Report. Thereafter the Consent to establish/extension is extended by the industry through auto renewal vide no. CTE/Renewal/LDH1/2025/26204106 dated 04.03.2025 valid 04.03.2026. Now the industry has applied Consent to Operate under the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for DYEING, WASHING AND FINISHING OF POLYESTER FABRIC @ 3.5 TPD OR DYEING, WASHING AND FINISHING OF PC-COTTON FABRIC @ 1.4 TPD by using dyes and chemicals @ 30 kg/day, undyed polyester fabric/ PC fabric. The industry has filled online application form, CA certificate, site plan location plan, manufacturing process flow chart, DTP letter bearing no. 267 dated 01.02.2024, completion certificate of ETP and APCD. The industry has deposited Rs. 21600/- vide no. 644026522 dated 02.01.2026 as Air consent fee And Rs. 21600/- vide no. 755356872 dated 02.01.2026 as Water consent fee. The adequacy of fee deposited by the industry is up to 31.03.2027. The industry was visited by officer of this office on 08.01.2026 and it was observed as under: 1. The industry was not in operation and final works of fabric finishing machinery was being carried out. 2. The Industry has installed two soft flow machines of Capacity 400 KG and 300 KG (against NOC of total 800 KG). For washing, finishing and allied works the unit has installed 8 chambered stunter, 6 Raising machines, 2 shearing machines, 1 slitting machine, 1 Brushing machine, 1 hydro machine, 6 pole dryers, 2 Tubular, 5 Tumblers and one Polishing machine. 3. The projected trade effluent is 61.6 KLD. The Industry has submitted slightly different calculations wherein no. of baths is different for Polyester and PC. However final trade effluent is almost comparable (61.6 KLD vs. 63 KLD Proposed). The make water in cooling tower is projected to be 3 KLD and for Thermopack with facility of steam generator for producing steam 7.5 KLD shall be required. Domestic water usage shall be 6.5 KLD. 4. The industry has installed ETP of capacity 125 KLD comprising of following components:- Bar Screen> O&G Tanks with DAF >Chemical Dosing> Equalization cum settling tank > MBBR Section > Pre-filtration storage Tank > PSF>ACF. Completion certificate along with Plan is attached. 5. The trade effluent @ 62.37 KLD will be discharge onto land for plantation after ETP in an area of about 1.0 acres. The domestic effluent @ 5.0 KLD shall be discharge onto land for plantation after septic tank. 6. The unit has attached site plan and also DTP letter no. 267 dated 01.02.2024 regarding in principal approval of building plan has been attached. Also, same letter specifies unit to be falling in Industrial Zone as per Master Plan Ludhiana (2007-31). 7. The industry has installed 1 Thermo-pack of capacity 2000000 kcal with paddy husk/bio-mass used as fuel. Cyclone separator followed by double stage scrubber has been provided. 8. The industry has installed one D.G set of capacity 50 KVA with adequate stack height and canopy provided. In view of above, it is recommended that the industry may be granted 'Consent to Operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 up to 31.03.2027 with general terms and conditions and with following special conditions: 1.0 This Consent is being granted for manufacturing of DYEING, WASHING AND FINISHING OF POLYESTER FABRIC @ 3.5 TPD OR DYEING, WASHING AND FINISHING OF PC-COTTON FABRIC @ 1.4 TPD for trade effluent generation @ 62.37 KLD. 2. The industry shall not exceed effluent discharge from 62.37 KLD without obtaining prior permission of the Board. 3. The industry will take shutdown during extreme flooding condition in plantation area in case of heavy rain 4. The industry will maintain plantation an area of 1.0 acres as per Karnal Technology for utilization of treated wastewater and domestic effluent. 5. The Industry will maintain daily record of fresh water consumption at the tubewell. It will maintain daily log of amount of waste water treated, chemical used in ETP operations and sludge generated. 6. The industry shall ensure that the raw material mix is in such a proportion that the TDS at the inlet/outlet to ETP shall be below the designed level so as to achieve prescribed standards. 7. The industry shall not use any unauthorized fuel, low grade/ wapsi fuel and municipal solid waste, plastics, rubber or industrial waste in its boiler furnace. 8. The industry shall provide Ash Management System for collection of ash to be generated from the boiler and the same shall be given to farmers/other end users after approval from the Board. The industry shall maintain logbook for the same on daily basis and it shall ensure that no nuisance is caused in the vicinity of the industry due to fly ash. 9. The Industry will install electric sub meter at the APCD and shall maintain its daily log. The Industry will ensure that its thermopack operations are interlocked with APCD. 10. Punjab Pollution Control Board will take action under the provisions of Environmental laws if industry is found loading the plantation area above the consented quantity or if any flooding is observed in plantation area,.
