The industry has obtained consent to establish under the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTE/Fresh/LDH1/2025/30673854 dated 26-12-2025 valid upto 31-12-2026 for setting up a unit for manufacturing of Ethylene Absorbent Pouches @ 430 MT/Year and Absorbent Paper @ 460 MT/Year by using Zerolite Powder @ 180 MT/Year, Paper @ 250 MT/Year, Bopp @ 60 MT/Year, Non-Woven Fabric @ 400 MT/Year.
Now the industry has apply fresh consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for manufacturing of Ethylene Absorbent Pouches @ 430 MT/Year and Absorbent Paper @ 460 MT/Year by using Zerolite Powder @ 180 MT/Year, Paper @ 250 MT/Year, Bopp @ 60 MT/Year, Non-Woven Fabric @ 400 MT/Year.
The industry has filled online application form, Latest CA certificate, CLU certificate vide no. 234 dated 06.07.2019, Site Plant Location Plan, Rent Deed, Manufacturing process, Compliance of earlier granted consent to establish. The industry has deposited Rs. 32000/- vide no. 183872257 dated 09.01.2026 under Water Act, 1974 Rs. 32000/- vide no. 155166603 dated 09.01.2026 under Air Act, 1981. The industry has deposited consent fee for 5 year. The adequacy of fee deposited is upto 31.12.2031.
The industry was visited by Er. Nitish Pushkarna, AEE on 16.01.2026 and it was observed as under:-
1. The industry was in operation during the visit.
2. The industry has installed to install 8 nos. pouch making machines, 2 nos. lamination machines, 2 nos. ultrasonic sealing machines and 4 nos. cutting and slitter machines.
3. There is not source of generation of trade effluent.
4. The domestic effluent is being discharged onto land for plantation after treatment through STP of M/s Hi Tech International.
5. There is no source of generation of air emissions.
6. The industry has submitted CLU certificate issued by Invest Punjab vide memo no. 234 dated 06.07.2019 as the site is located in the premises of M/s Hi Tech International. However. The site is falls under Industrial Land use Zone as per Approved Master Plan Ludhiana (2007-2031).
7. The industry has submitted revised building plan approved by Competent Authority.
8. The industry is complying under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 as well as consent conditions earlier granted to it.
9. The competency to decide the application lies with Environmental Engineer, Regional Office-1, Ludhiana.
In view of above it is recommended that ‘Consent to Operate’ under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981, 1981 may be granted for five year i.e. upto 31.12.2031 with suitable terms & conditions, please.
