Industry Type 10 Briquette manufacturing (coal/biomass/coke)/ Green/ Small Raw Material Parali Or Rice Stubble @ 0.8 T/Hour Cow Dung, Sugarcane Leaves, Wheat/Mustard Straw, Cotton Stalk Etc @ 0.2 T/Hour Products Non-Torrefied Biomass Pellets @ 1.0 T/Hour Building Plan The industry has submitted the building plan approved by Er. Sukhjinder Singh, Approved Competent Person, Punjab Factory Act, 1948. Consent Fee: Old CA Certificate Rs. 116.09 Lakhs (considering the annual lease rent @ Rs. 22.32 lacs) Plant & Machinery Rs. 78.55 Lakhs New CA Certificate 127.08 Lakhs as on 30.11.2025 Plant & Machinery 112.59 Lakhs Water Act, 1974 The industry has already deposited Rs. 28,000/- and Rs.500/-(Application fee) vide online R no. 716138099 dated 09.06.2025 & Rs. 14000/- vide R.No. 686215101 dated 21.06.2025 Air Act, 1981 The industry has already deposited Rs. 28,000/- and Rs.500/-(Application fee) vide online R no. 874846900 dated 09.06.2025 & Rs. 14000/- vide R.No. 49305980 dated 21.06.2025 Adequacy of fee under the both Acts 31/12/2030 as per Board's office order dated 29.10.2018 Manufacturing Process: The industry has submitted the manufacturing process, which is as under: Raw Material (Rice Straw/Residue) -> Shredding -> Drying -> Grinding -> Mixing -> Pelleting -> Pellets. Memorandum of Association: The industry has submitted the Memorandum of Association (MOA), according to which, Sh. Roshan Shankar and Sh. Natarajan Girija Shankar are the directors of the unit. Further, the industry has submitted the Board's Resolution, vide which, Sh. Roshan Shankar is the authorized signatory of the firm. Land Documents: The industry has submitted the lease deed dated 03.12.2024, which is valid upto 31.12.2040 executed between Sh. Rajat Ghai S/o Sh. Naresh Kumar Ghai and M/s Saroja Sustainable Solution Pvt Ltd of total land measuring 32 Kanal 5 Marla contained in Khewat No. 807, Khatauni No. 898, Khasra No. 71//5 (3-8), 6 (7-8) & 72//1 (5-13), 2 (2-16), 9 (5-0), 10 (8-0) items 6, situated within the revenue estate of Village Chakohi (H.B. No. 235), Tehsil Khanna, District Ludhiana. Site Suitability: The industry has already submitted DTP letter vide no 1074 dated 03/05/2023 regarding submission of building plan and the industry falls in the Industrial Zone as per the notified Master Plan of Khanna (2010-31). Therefore, the site is suitable for such type of units. Applicability of EIA notification dated 14/9/2006: No, the industry does not fall in the ambient of EIA notification dated 14/09/2006. Applicability of Factories Act, 1948: The industry is located in Industrial zone as per notified Master Plan of Khanna. Therefore, there is no requirement of Site Clearance u/s 41 (A) of the Factories Act, 1948. PWRDA Permission: The industry has mentioned ground water extraction @ 1 KLD. Considering 30 working days in a month, the ground water extraction will be 30 KL/month. As such, the industry does not require permission for abstraction of ground water from PWRDA. Visit: To verify the contents of the application, the industry was visited by the undersigned on 09.01.2026 and Sh. Gaurav, Plant Head was contacted. During visit, it was observed as under: 1. The industry was not in operation due to break down the Belt of shredding machine during the visit. 2. The industry has installed one hammer mill (grinding) of capacity 1 TPH, one hot air generator of capacity 1 TPH, one mixer and one shredder biomass chipper of capacity 1 TPH. The industry has provided APCDs with shredder, drier, one mixer and grinder, respectively, in compliance to the CPCB guidelines. 3. The industry has installed flash dryer, pellet machine, pellet cooler and vibro screen of capacity 1 TPH each. 4. The industry has not installed any boiler or DG set. 5. The industry has stored about 2.5 tons of stubble within the premises. The industry has provided 4500 square feet area exclusively for storge of raw material. 6. The industry has provided 01 no. submersible pump for ground water abstraction and it has installed water meter on the same which was not in order during the visit. 7. No water is used in the process, so no trade effluent is generated and the water used in cooling tower will be recirculated. 8. The industry has provided a septic tank for the treatment of domestic wastewater; however, it has not developed the plantation area. The representative was directed to carry out the plantation for the utilization of treated domestic wastewater. 9. The industry has yet to be stabilize the movement area outside the shed area. Recommendations: In view of the facts mentioned above, if approved, varied Consent to Operate under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 for manufacturing Non-Torrefied Biomass Pellets @ 1.0 T/Hour by using Parali Or Rice Stubble @ 0.8 T/Hour, Cow Dung, Sugarcane Leaves, Wheat/Mustard Straw, Cotton Stalk etc @ 0.2 T/Hour as raw material may be granted to the industry upto 31/12/2030 with suitable conditions and additional conditions that: 1. This consent is granted for manufacturing Non-Torrefied Biomass Pellets @ 1.0 T/Hour by using Parali Or Rice Stubble @ 0.8 T/Hour, Cow Dung, Sugarcane Leaves, Wheat/Mustard Straw, Cotton Stalk Etc @ 0.2 T/Hour as raw material only. 2. The industry shall not use press mud as raw material in compliance to the Board's letter no. 9976 dated 18.03.2025. If the industry is found using press mud as a raw material, appropriate action will be taken against it as per the applicable laws. 3. The industry shall develop the plantation area and submit the compliance in this office within 15 days. 4. The industry shall complete the construction work of movement area and submit the compliance in this office within 15 days. 5. The industry shall utilize minimum of 80% paddy straw as raw material for the manufacturing of non-torrefied pellets. 6. The industry shall be bound to comply with CPCB guidelines for one-time financial support for establishment of palletization plants to promote usage of paddy straw. In case, the industry fails to comply with the same then the industry shall not be liable to opt for one-time financial support and Board shall not be liable for any financial liability occurring with the project proponent due to grant of this CTO. 7. The industry shall bound to apply consents to operate under revised category if in future, the categorization of Pellet Plants is made specific in red, orange and green other than code of Misc category either by CPCB or PPCB whichever is earlier. 8. The industry shall obtain NOC of the Board, if it changes any of its product or raw material or enhances its production capacity in future. 9. The industry shall not generate and discharge any kind of trade effluent and shall not start wet process in its premises without prior written permission of the Board. 10. The industry shall plant trees wherever space is available inside and outside the unit. 11. The industry shall ensure that there are no usages of single use plastic- thermocal disposable items such as water bottles / water pouches/water cups, plates, forks, spoons, straw etc. and single use decorating material made of plastic-thermocal or any other non-biodegradable material in the premises. 12. The industry shall properly handle and manage the solid wastages as per the provisions of the Municipal Solid Waste Rules 2016 and ensure that the solid waste is segregated & disposed of in an environmentally sound manner. 13. The industry shall ensure that there is no public nuisance in the area, due to activities of the industry. 14. The industry shall stabilize the movement area outside the processing shed area within 02 months. Competency- EE
