File Note: Point wise reply of observations raised by the Competent authority is as under: 1. The industry has reduced its MOU with the CETP operator and we have accepted it. Is there any justification. RO to certify that that they have examined the matter and are satisfied that reduction in agreement quantities is genuine. Reply: The industry has reduced its agreement owing to the fact that the demand of chrome bright finish has reduced and powder coating is now being preferred by the market as the desired finish. 2. RO to certify that point wise compliances of violations observed due to which directions are issued have been done. Reply: Now, the industry has applied for varied 'Consent to Operate' under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981. As the industry has been sealed, no further record was maintained due to wet process being non-operational, the industry is supposed to maintain record once the wet process is again in operation. The industry has installed two no. wet process areas, both were found sealed during the visit. The industry has installed water meter on one of the wet processes and wants to sell the machines that are in the second wet process area. The industry seeks de-sealing of those machines in order to sell them. Therefore, another water meter on that area is not required. The industry was guided to maintain record w.r.t. fresh water consumption for the wet process & effluent lifted to M/s JBR Technology Ltd. and to install water meter on fresh water supply to its unmetered wet process area after obtaining consents from the Board. The industry was guided to lift its trade effluent to CETP regularly. 3. Report on additional measures being taken up in such cases like installation of CCTV, adequate storage and increase in frequency of lifting of untreated effluent are also to be reported. Reply: The industry has installed CCTV cameras, facing towards the entry gate of the processing shed and effluent storage tank and fresh water meter installed in processing area. Keeping in view of above, it is recommended that: 1. The industry may be imposed environmental compensation amounting to Rs 1.0 Lakh being a small scale unit as approved by the Competent Authority in the case M/s Kalsi Sons Fabricators. 2. 'Consent to Operate' under Water (Prevention & Control of Pollution) Act, 1974 may be granted upto 30/06/2028 (upto the validity of consent fee). (Competency – Senior Environmental Engineer). 3. Environmental Engineer, RO-2, Ludhiana may be directed to de-seal the machinery. 4. PSPCL authorities may be directed to restore the electric connection available with the industry, permanently after deposition of EC by the industry. (Competency: Chief Environmental Engineer) 5. The industry shall not operate its 04 no. barrels, which are put on sale.
