Kindly peruse the note of EE, ZO. On examination of the facts recorded therein, it is submitted that the subject industry has failed to submit the Bank Guarantee (BG) imposed by the Competent Authority, despite repeated requests/reminders.
In view of the above non-compliance, it is recommended that the Consent to Operate (CTO) application under the Air (Prevention and Control of Pollution) Act, 1981 may be refused, without affording any opportunity of personal hearing.
Further, during the meeting held on 15.01.2026, the Competent Authority directed that the subject industry shall be inspected by a team headed by SEE, ZO-1, Ludhiana, instead of the EPS-2 team.
