The industry is a small-scale green category unit and is covered under category 17.0 - Oil and gas transportation pipeline (excluding pipeline covered under definition of isolated storage of hazardous chemicals, as per Manufacture, Storage, and Import of Hazardous Chemicals Rules, 1989). The industry has obtained Consent to Operate under Water (Prevention & Control of Pollution) Act, 1974 vide no. CTO/Renewal/TRT/2025/28867567 dated 11.06.2025 which is valid upto 11.06.2026 and under Air (Prevention & Control of Pollution) Act, 1981 vide no. CTO/Renewal/TRT/2025/28734998 dated 09.06.2025 which is valid upto 09.06.2026 through auto-renewal mode.
The industry was issued show cause notice with an opportunity of personal hearing before the Senior Environmental Engineer, Amritsar on 29.07.2025 and it was decided as under:
1. The Regional Office shall verify the CA certificate submitted by the industry.
2. The Regional Office shall check the category of the industry whether falls in small/medium/large.
3. The industry shall apply varied Consent to Operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 in corrected scale as per the policy of the Board alongwith the complete documents through the online system.
Thereafter, the industry submitted the CA certificate duly verified with UDIN number reflecting total project cost of Rs. 11.46 Cr. with plant & machinery Rs. 4.13 Cr. Hence, the industry falls under small scale category. The industry was reheard on 06.01.2026 and the representative submitted that they have now applied for varied Consent to Operate under both acts and requested to grant consents and it was decided that the Regional Office shall process the consent application on merit and report accordingly.
The application was scrutinized and it was found that the industry has submitted all the required documents such as latest CA certificate, Site Plan, compliance report of previous consents etc.
The industry has deposited Consent to Operate fees as under:
1. Rs. 43,200/- vide R. no. 127935002 dated 16.01.2026 under Air Act, 1981.
2. Rs. 43,200/- vide R. no. 940518541 dated 16.01.2026 under Water Act, 1974.
The above fees submitted is adequate upto 31.12.2027 after deducting penalty and NOC fees.
The site of the industry was visited by the undersigned on 07.01.2026 and it was observed as under:
1. The industry was in operation.
2. The industry has been established outside MC limits.
3. The industry has not installed any D.G. set in its premises.
4. No trade effluent is being generated by the industry, only domestic effluent is being discharged onto land for plantation after treatment in septic tank.
The industry is complying with the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981.
In view of the above, it is recommended that Consent to Operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry for a period upto 31.12.2027 with general conditions.
