It is submitted that the project proponent was granted Consent to establish (NOC) under the provisions of the Water (Prevention & control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTE/Fresh/SAS/2025/27706112 dated 06.02.2025, valid till 05.02.2026 for establishment of IT/ITES unit with certain conditions.
Now, the project proponent has applied fresh Consent to operate under the provisions of the Water (Prevention & control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for operation / occupancy of IT/ITES unit along with requisite documents.
The project proponent has submitted CA certificate with the value of fixed assets of Rs. 18.81 crore. The project proponent has deposited Rs. 36,000/- vide R no. 88544573 dated 15.10.2025 under Water (Prevention & control of Pollution) Act, 1974 and Rs. 36,000/- vide R no. 758806983 dated 15.10.2025 under Air (Prevention & Control of Pollution) Act, 1981, which are adequate till 31.12.2027.
The project proponent has submitted allotment letter for the allotment of industrial plot no. I-10, measuring 1.28 acre (small site) in sector 83 Alpha IT city, SAS Nagar for IT/ITES services as free hold sale basis vide letter no. 51006 dated 30.08.2019 valid upto 23.07.2026.
The project proponent has submitted building plan got approved by GMADA, SAS Nagar. The project proponent has submitted Memorandum and Article of Association – Talwar & Talwar Consultants Private Limited.The project proponent had submitted conveyance deed at the time of Consent to Establish executed on 28.03.2023 between GMADA as the first party and M/s Talwar and Talwar Consultants Private Limited situated at Unit 413, 4th floor, Tower A, Bestech Business Tower, Sector 66 Mohali through its Director Mr. Ritesh Sharma House no. 77-A, Subhash Nagar, Manimajra, Chandigarh as send party.
The project proponent has submitted completion certificate of STP of capacity 40 KLD based on MBBR technology at Talwar and Talwar Consultants Private Limited installed by M/s Sai Global Nature Care.
The site was visited by Er. Atul Sharma, AEE and Er. Amanjot Kaur, JEE on 13.01.2026 and during visit it was observed as under:
1. The unit was engaged in IT/ITES services. Approximately 30-40 employees work in shifts.
2. The project proponent has installed one no. STP with ultra filtration and the same was in operation during visit and the treated water is being used for flushing purpose due to less water generation. The project proponent has provided flow meters at the inlet and outlet of the STP.
3. The project proponent has maintained record of the operation of the STP. As per the record 0.6 KLD of water is being treated through STP.
4. The project proponent has installed 3 no. DG sets of capacity 250 KVA each with canopy and adequate stack height.
In view of above, it is recommended that Consent to operate under the Water (Prevention & control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted till 31.12.2027 with suitable and additional conditions as under:
1. The project proponent shall not discharge any effluent at any unauthorized place by any unauthorized means i.e. shall not discharge any wastewater in any drain / inland surface waters / drain/choe/nallah/ onto land for stagnation or outside its premises, at any time, under any circumstances.
2. The project shall ensure that the activities of unit does not create any nuisance in the surrounding areas and no public complaints are received
3. The project shall apply for obtaining authorization under the Hazardous and Other Wastes (Management and Trans-boundary Movement) Rules, 2016.
4. The Consent is being issued to the industry based upon the documents/ information submitted by it along with the online application form. The Board would be at liberty to take penal action against the industry and its responsible/ concerned person(s) in case information/document is detected as incorrect/false/misleading at any point of time.
5. In case the industry fails to comply with the provisions of the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986 and/or any other environmental law applicable to the project and Rules, Circulars & Directions issued by the Board from time to time, action as deemed fit shall be taken against the industry.
