It is submitted that the project proponent was given personal hearing before the Worthy Member Secretary of the Board on 27.11.2025 w.r.t. refusal of the consents to operate applied under the provisions of the Water (Prevention and Control of Pollution) Act, 1974 and and Air (Prevention & Control of Pollution) Act, 1981 vide letter no. 6282-83 dated 02.12.2025.
After hearing the representatives of the project, officers of the Board, and material facts on the record, the Member Secretary of the Board decided that:-
1. The renewal of consents to operate under the Water (Prevention and Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981, be granted to the project proponent for short terms i.e. six months only.
2. The project proponent shall furnish a Bank Guarantee amounting to Rs. 2 lakhs as an assurance to comply with the environmental norms at all times.
3. The Environmental Engineer, Regional Office, SAS Nagar shall carryout 3 consecutive visits to the project site during the six months tenure for which CTOs granted and in case of any violations observed, the Bank Guarantee shall be encashed without affording any opportunity of notice/ hearing.
Bank Guarantee
In compliance of decision no. 02 of the personal hearing, the project proponent has deposited the bank guarantee amounting Rs. 2 lacs bearing no. 0717-BG0029-25 dated 17.12.2025 having validity upto 16.12.2026.
Visit Report
In order to check the compliance as per decision no. 03 of the personal hearing, the site of the industry was re-visited by the undersigned on 20.01.2026. During the visit, it was observed as under:
1. The project proponent has provided borewell at site for extraction of freshwater at the site and the project proponent has started maintaining the record of the same.
2. Sewage Treatment Plant (STP) has been installed at the site for the treatment of domestic effluent and same was in operation. The project proponent has installed flowmeter at the inlet of STP.
3. The project proponent has installed 02 no. DG sets of capacity 180 KVA and 500 KVA equipped with canopy and adequate stack height.
4. The project proponent has provided hazardous room with lock & key arrangements for the safe and secure storage of spent oil.
5. The project proponent has provided proper arrangements for storage of solid waste managements at site. Also, proper bins were provided at site.
