The report submitted by RO may kindly be perused ,The report of RO is breifly produced here that :As per approved layout from MC submitted by the project proponent is total saleable area is 9231.69 syd i.e 7718.86 smt now taking maximum FAR as 1:2.1 builtup area comes out to be 16209.6 smt, as such project does not require prior EC for the project. As per feasibility report submitted by the PP it is mentioned that” The treated sewage shall be reused for horticulture & floriculture purposes and remaining will be discharged into municipal sewer”,The project proponent has submitted layout plan of the proposed project approved by Municipal Corporation, Jalandhar vide e-naksha no. PB/20UT/JUC/JALAN/647 as mentioned in layout plan.As per project report submit by the project proponent the project cost is Rs. 335.50 lacs and as such competency of the case lies with Senior Environmental Engineer. Keeping in above view, As proposed by EE,RO ,May if approved , the project proponent may granted CTE/NOC for one year with suitable conditions as per the Board's policy and subjected to following special conditions:-
1. The project proponent shall not increase the built up area of the project beyond 20,000 square meters, in any case, without obtaining the Environmental Clearance from the concerned authority and the revised Consent to Establish of the Board.
2. The project proponent shall maintained adequate plantation area for utilization of treated effluent.
3. The project proponent shall comply with the provisions of Solid waste management Rules, 2016.
4. The project proponent shall comply with the provisions of the Noise Pollution (Regulation & Control) Rules 2000.
5. The project proponent shall ensure compliance to the comprehensive guidelines for the regulation of noise/ sound pollution caused by use of loud speakers, public address system etc. issued by Punjab Government, Deptt. of Science, Technology & Environment vide notification no. 3/100/2013-STP(4)/145 dated 26.02.2014.
6. The project shall obtain permission from the concerned Department(s) and shall comply with the conditions of relevant permissions obtained by it from other related Departments (if any).
7. The CTE/NOC is being issued to the project proponent based upon the undertakings/documents/ information submitted by it alongwith the online application form. The Board would be at liberty to take penal action against the industry/ project proponent and its responsible/ concerned person(s) in case information/document is detected as incorrect/false/misleading at any point of time.
8. In case the project proponent fails to comply with the provisions of the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986 and/or any other environmental law applicable to the project and Rules, Circulars & Directions issued by the Board from time to time, action as deemed fit shall be taken against the promoter.
