A. It is intimated that the project is small scale, green category affordable residential colony project covered under category 10.2 Building construction project 5,000 sq. m., but < 20,000 sq. m. built-up area (without connectivity to terminal STP).
B. The project proponent has applied for consent to establish (NOC) under the Water (Prevention and Control of Pollution) Act, 1974 and under the Air (Prevention & Control of Pollution) Act, 1981 with requisite documents.
C. The project proponent has deposited Rs. 2900/- vide UTR/Reference No. HDFCN52025122677709107 dated 26.12.2025 and Rs.1100/- vide transaction ID 601916619874 dated 19.01.2026, which is adequate for one year.
D. The project proponent has obtained the LOI from Office of the Additional Deputy Commissioner (U.D), Jalandhar vide its Memo No. 8046 dated 23.09.2025 for land measuring 21 Kanal 15 Marla (2.71 acres) bearing khasra no. 171//27, 11/2, 12/1, 19/2, 20/1, 21/1.
E. The project proponent has submitted the registry for land measuring 07 Kanal 9 Marla 3 Sarsahi alongwith fard as ownership document. Additionally, a letter of consent has been submitted stating that Sh. Subaj Singh and Sh. Nirmal Singh are the owners of 14 Kanal 18 Marla 06 Sarsahi of land, as per their shares recorded in the Jamabandi for the year 2019–2020. The consent will authorise the promoter Mr. ROHIT ARORA S/o MADAN LAL R/o MODEL TOWN, MOGA ROAD, SHAHKOT, DISTT JALANDHAR. to develop the RESDIENTIAL COLONY. The Consent letter is stamped by M.C Nagar Panchayat Shahkot, Jalandhar.
F. The Project proponent has submitted lease deed/patnama between Smt. Monika W/o Rohit Arora and Sh. Rohit Arora S/o Sh. Madan Lal for land measuring 01 Kanal 07 marla bearing khasra no. 171//21/1 (4-5) for the period of 05 years from 01.01.2026 to 30.12.2031 for disposal of treated effluent.
G. The built-up area will be 6274.17*2.1 = 13175.75 square meter. The total built up area is less than 150000 square meter i.e. project is not covered under EIA, 2006.
H. As per the site plan submitted by the project proponent, it shall have Residential Plots @ 50 Numbers and EWS plots @ 08 Numbers.
I. The project proponent has submitted feasibility report for control of pollution. As per the feasibility report, 31.32 KLD waste water will be generated and STP of capacity 50 KLD has been proposed to be installed for residential project. The STP will be based on MBBR technology which is principally adequate. 20.32 KLD will be disposed into adjoining land of area measuring approx. 0.17 acre for plantation as per Karnal Technology and remaining waste water will be disposed into green area inside the project of the premises.
J. The proposed site was visited by Er. Rajinder Singh, AEE on 15.01.2026 and observed as under: -
1. The site of the project falls within the limits of Nagar Panchayat, Mehatpur. The boundary wall of the proposed project at site is yet to be demarcated. No MAH industry/cement plant/ grinding unit/ rice sheller/ saila plant/ stone crushing/ screening cum washing unit/ hot mix plant is located within a radius of 500 m from the boundary of the proposed site of the project. No brick kiln is located within 800 meter of the site. No air polluting industry is located within 100 m of the site. Therefore, the site of the project is conforming to the sitting guidelines laid down by the Govt. of Punjab, Department of Science Technology and Environment vide order dated 25/07/2008 as amended on 30/10/2009.
2. An open channel flows in front of the proposed project.
Keeping in view of above, it is recommended that ‘consent to Establish (NOC) under the Water (Prevention and Control of Pollution) Act, 1974 may be Granted to the project proponent for one year with suitable and special conditions that: -
1. The project proponent shall comply with the various terms and conditions of the license granted to it.
2. The project proponent shall not discharged treated effluent except as per proposal submitted by the project proponent.
3. The promoter company shall ensure that the total built up area of all individual projects/plots combined together is not more than 1,50,000 sqm, otherwise the project as such is covered under category 8(b) of the schedule appended to the EIA notification and project proponent of the area development project is required to obtain the environmental clearance, failing which, the promoter company shall be liable for action for the violation of EIA notification dated14/09/2006.
4. The promoter company shall comply with conditions imposed in Environmental Clearance granted to it.
5. The project proponent shall obtain permission from the PWRDA for the abstraction of ground water.
6. The project proponent shall utilize treated wastewater from nearby STPs for the construction purpose and shall submit an agreement in this regard within one month.
7. The project proponent shall provide separate water meter and energy meter for the STP and maintain record of the same on daily basis.
8. The project proponent shall ensure segregation of solid waste at source, facilitate collection of segregated waste in separate streams, handover recyclable material to either the authorized waste pickers or the authorized recyclers as prescribed in Solid Waste Management Rules, 2016. The bio-degradable waste shall be processed, treated and disposed of through composting by providing mechanical composter of capacity 150 kg/day.
9. The project proponent shall ensure that all the construction material and debris shall be carried out in trucks or other vehicles which are fully covered and protected so as to ensure that the construction debris or the construction material does not get disburse into the air or atmosphere in any form.
10. The project proponent shall take all necessary steps to control the dust emissions to be generated from the construction activities of the project
11. The promoter company shall comply with the provisions of the Construction and Demolition Management Rules, 2016.
