File Note: It is intimated that the unit has applied for ‘consent to establish’ (NOC) under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for manufacturing of Screening/Washing of River Bed Material @ 9500 CFT/day, along with requisite documents. The industry has deposited Rs. 3400/- vide R. no. 285783444 dated 31.10.2025 including application form fee, against the cost of the project of Rs. 45.6 Lacs. (As per project report). The NOC fees deposited by the industry is adequate for one year. Suitability of Site: The industry has submitted distance verification certificate from the revenue authority vide his letter no. 3571/ਸ dated 17.05.2023 and distant verification report is attached in the agenda note. Further, the clarification was sought from the industry regarding the zoning of the land and MC limit for which the industry has submitted the clarification from Department of Town and Country Planning, which is attached in the agenda note. The unit has submitted a copy of rent agreement dated 31.10.2025 executed between Smt. Rajinder Kaur and M/s K.S. Screening Plant for bearing khasra nos. 21//12/1(4-4), 19/2/1 (4-12), 21/2 (4-8), 34//11 (2-14), 12 (8-0), 13/1 (0-12), 17 (8-0), 18 (8-0), 23 (8-0), kitte 9, Area 48 Kanal 10 Marle, share 160/970=8 Kanal 0 Marla situated in village Mubarikpur, Hadbast no. 357, Tehsil Zirarkpur, Distt. SAS Nagar, which is valid upto 31.08.2026. As per the documents submitted by the industry following inferences are made: a) There is no national highway/state highway/schedule road within the 500 m of the site. b) There is no class A or class B town within the 2 km of the site. c) There is no village phini/lal lakir/approved residential colony/ zoological park within 500 m. d) There is no historical/educational place within the 300 m of the site. e) There is no major district road within the 300 m of the site. f) There is no choe/rivulet/stream or river bed within the 50 m of the site. The nearest rivulet/river Gair-Mumkin land is at around 195’ (59.4 m) from the site. g) The industry is going to be establish in an area of 01 acre with capacity of 9500 cu ft per day, which is adequate as per notification no. 3/35/2013-STE4/734 dated 30.07.2013. Water Pollution Arrangements: The industry will be using the freshwater from the tubewell of quantity 31.0 KLD out of which 30.0 KLD will be used in process and 01 KLD will be used in domestic purposes. The industry has proposed the settling tank from process discharge which will be recirculated in screening plant. The domestic wastewater will be disposed onto land for plantation after passing through septic tank. Air Pollution Arrangements: The industry has proposed to install one no. DG set of capacity 82.5, which is provided with canopy and adequate stack height. Visit: Accordingly, the site of the industry was visited by the undersigned on 12.11.2025. During visit, it was observed as under: 1. The site is an empty plot and no establishment of screening plant has been initiated at the site. 2. There is no approved residential area within 100 m from the site. 3. Abadi of village Mubarikpur and Derabassi Ramgarh Road is at distance around 550 m from the site. 4. The site is at a distance of around 100 m from Ghaggar cause way/old ambala road. 5. There is a cluster of around 5 to 7 houses at the distance of around 150 m from the site. Another cluster of around 9 to 10 houses is present at distance of around 500 m from the site. 6. The edge of the river stream nearby i.e. River Ghaggar is at around 60 m from the site. From the documents/ facts submitted by the industry from the Competent Authorities and the site inspection, the site is suitable for establishment of screening plant. Recommendations: In view of above, may if approved, the unit may be granted ‘consent to establish’ (NOC) under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for one year, subject to suitable conditions and the following additional conditions as under: 1. The industry shall comply with the Environmental Guidelines for Stone Crushing Units issued by CPCB dated July, 2023 and shall provide the minimum requisite facilities in its premises. 2. The industry shall obtain the certificate from the revenue authorities after the establishing of the screening plant regarding the presence of the industry completely within khasra no. 34//18 area 08 kanal before commencing its operation. 3. The industry shall obtain the approved layout plan from concerned departments before obtaining ‘Consent to Operate’ from the Board. 4. The industry shall comply with the code of practice framed by the Board for such type of units. 5. The industry shall provide the pucca paved ramp and movement area in its premises and maintain the same at all times. 6. The industry shall provide the chutes and shall cover the conveyor belts. 7. The industry shall provide wind barriers on all sides of the industry of height more than the top point of the screening plant and shall provide the plantation along its boundary as per SOP. 8. The industry shall provide the bund wall on the boundary of the site towards the drain to avoid any unauthorized discharge of the wastewater into stream. 9. The industry will not indulge itself into any kind of illegal mining activity & will procure its raw material from sources having authorization of the concerned Mining Department for mining purposes. 10. The industry shall obtain the NOC from the Mining Department regarding the compliance of their norms and terms before obtaining ‘Consent to Operate’ from the Board. 11. The industry shall comply with the provisions of the Punjab Minor Mineral Concession Rules or any other rules framed there under the Mines and Mineral (Development & Regulation) Act, 1957. 12. The industry shall stick to the production capacity mentioned in this consent letter, at all times. 13. The industry shall obtain permission from PWRDA for abstraction of groundwater and shall comply with the guidelines issued by PWRDA from time to time. 14. The industry shall not commence its operation before complying with the conditions mentioned above and without obtaining the ‘Consent to Operate’ from the Board. 15. The industry has been approved by the Board from pollution angle and the industry shall obtain the statutory clearances / permissions from all other concerned departments. 16. The industry shall not discharge any effluent at any unauthorized place by any unauthorized means i.e. shall not discharge any wastewater in any drain / inland surface waters / drain/choe/nallah/ onto land for stagnation or outside its premises, at any time, under any circumstances. 17. The industry shall ensure that the activities of unit does not create any nuisance in the surrounding areas and no public complaints are received. 18. The ‘consent to establish’ (NOC) is being issued to the industry based upon the documents/ information submitted by it along with the online application form. The Board would be at liberty to take penal action against the industry and its responsible/ concerned person(s) in case information/document is detected as incorrect/false/misleading at any point of time. 19. In case the industry fails to comply with the provisions of the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986 and/or any other environmental law applicable to the project and Rules, Circulars & Directions issued by the Board from time to time, action as deemed fit shall be taken against the industry. *Competency- Senior Environmental Engineer, (Orange, Small)
