It is submitted that the project proponent was granted consent to establish’ NOC extension under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 CTE/Ext/SAS/2023/20702502 dated 09.02.2023 which is valid upto 31.08.2023 for development of Residential Plots @ 468, EWS Plots @ 55, Commercial Area @ 0.53 acres, School Area @ 0.501 acres & Public Building Area @ 0.685 acres subject to certain terms and conditions mentioned therein.
Further, the project proponent was granted ‘Consent to Operate’ under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Fresh/SAS/2023/21568107 dated 27/06/2023 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Fresh/SAS/2023/21584057 dated 27/06/2023, both having validity upto 30/09/2024 for development of Residential Plots @ 90, EWS Plots @ 10, Commercial Area @ 0.53 acres, subject to certain terms and conditions mentioned therein.
Now, the project proponent has applied for renewal of partial ‘consent to operate’ under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for Residential Plots @ 90, EWS Plots @ 10 & Commercial Area @ 0.53 acres, along with requisite documents.
The project proponent has deposited consents fee of Rs. 51,000/- vide R. 146989480 dated 16.01.2026, Rs. 56400/- vide R. no. 606423693 dated 30.09.2024 and Rs. 150500/- vide R. no. 187952281 dated 19.11.2025 under the Water Act, 1974 and Rs. 51,000/- vide R. no. 144885293 dated 16.01.2026, Rs. 56,400/- vide R. no. 955351933 dated 30.09.2024 and Rs. 150500/- vide R. no. 555253468 dated 21.11.2025 under the Air Act, 1981. The fee deposited by the project proponent is adequate upto 31.10.2028, against the total cost of the project Rs. 30.09 crores (including penalty for non-consented period of 1.25 years).
The pp has submitted an agreement for solid waste disposal services dated 01.09.2025 executed between M/s Royale Estate Affordable Housing and Sh. Raj Kiran.
Visit:
The project was visited by the undersigned on 03.12.2025 and during visit, it was observed as under:
1. The project is a plotted development maintained by Royale Estate Group.
2. The representative informed that 80% of plots of the project have been sold and there is occupancy of around 40 families in Royale Estate Affordable Housing Project.
3. Further, no DG set has been installed for power backup in the colony and only DG set installed for power backup to STP, which was provided with canopy.
4. STP of 500 KLD has been installed for the project, which was operational during the visit and the samples have been collected and sent to HO Lab Patiala for analysis. As per record maintained by the project around 30 KLD of water is treated in the STP.
5. As per the analysis results as obtained from Head office Lab, Patiala is tabulated as under:

From above, it is clear that the project is complying with the prescribed standards.
6. The pp has provided the plantation area for disposal of the treated wastewater which is adequate as per present condition.
7. Further, the treated wastewater is being used into construction purposes of the infrastructure of upcoming project i.e. Royale Greens.
8. The solid waste is being managed by the third party, which takes care of collection, segregation and disposal of the solid waste. The representative has shown the agreement with the third party in this regard.
9. As such, the project is compliant with the conditions of the consent to operate earlier granted to the industry regarding record maintenance, water utilization of STP and solid waste management.
Recommendations:
In view of above, if approved, validity of ‘Consent to Operate’ under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted for upto 30.09.2028, subject to suitable conditions and the following additional conditions that:
1. This letter shall remain appended with the ‘consent to operate’ under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Fresh/SAS/2023/21568107 dated 27/06/2023 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Fresh/SAS/2023/21584057 dated 27/06/2023, both having validity upto 30/09/2024.
2. The project proponent shall obtain varied consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981, once the occupancy of the project exceed the granted occupation.
3. The adequacy/ efficacy of the pollution control arrangements shall be the sole responsibility of the industry and the industry shall be bound to implement/ upgrade its pollution control arrangements as per the discretion of the Board to achieve the prescribed emission/ effluent standards, as amended from time to time.
4. The project proponent shall ensure the compliance of provisions of the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986 and/or any other environmental law applicable to him and Rules, Circulars & Directions issued by the Board from time to time.
5. The consents is being issued to the project proponent based upon the documents/ information submitted by it alongwith the online application form. The Board would be at liberty to take penal action against the industry/project proponent and its responsible/ concerned person(s) in case information/document is detected as incorrect/false/misleading at any point of time, without any opportunity of Personal Hearing.
6. In case the project proponent fails to comply with the provisions of the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986 and/or any other environmental law applicable to the project and Rules, Circulars & Directions issued by the Board from time to time, action as deemed fit shall be taken against the project proponent.
