File Note: It is submitted that M/s Naseeb Industries, Village Malmazara, P.O. Chaggran, District Hoshiarpur has applied for Consent to Establish (CTE/NOC) under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 for establishment of a drinking water purification and bottling unit. It is pertinent to mention here that the unit had earlier applied for CTE; however, the application was returned due to indication of impermissible disposal of wastewater / RO reject through rainwater harvesting pits. The unit has now submitted a fresh application with a revised wastewater management proposal, and the note history of the earlier application is attached for reference. In reference to the earlier application, the site was visited by the undersigned on 05.01.2026, and the observations recorded during the said visit are as under: 1. The site was found to be under construction, and the boundary wall was under erection at the time of visit. 2. The site abuts the village road connecting Chaggran to Malmazara. 3. The proposed unit site is located at a distance of approximately 60 meters from the Kandi Canal distributary. 4. An overhead water reservoir was observed at a distance of approximately 160 meters from the proposed site. 5. No cluster of 15 pucca residential houses was observed within a radial distance of 100 meters from the proposed site. As per the present application, the unit has proposed use of raw materials including PET bottles (96,000 numbers/day), plastic bottle caps (96,000 numbers/day), labels for 250 ml bottles (72,000 numbers/day) and labels for 1 litre bottles (24,000 numbers/day). The proposed products include 250 ml packaged drinking water bottles (72,000 numbers/day, equivalent to 18,000 litres/day) and 1 litre packaged drinking water bottles (24,000 numbers/day, equivalent to 24,000 litres/day). As per the revised proposal and flow chart submitted by the unit, the wastewater / RO reject generated from the drinking water purification process shall be managed through a closed-loop, recycling-based system. RO reject generated at the first stage shall be routed through a second-stage filtration system, after which the treated reject water shall be recirculated back into the RO system. After completion of the recycling cycle, the residual treated water shall be utilized within the premises for non-consumptive domestic purposes, such as toilet flushing, floor cleaning, and machine washing, and the remaining treated water, if any, shall be utilized for on-site plantation / green belt development, restricted to non-edible vegetation only. It has been indicated that no untreated or treated wastewater / RO reject shall be discharged outside the unit premises, and disposal into rainwater harvesting pits, storm water drains, open land, or ground percolation shall not be undertaken. The unit has submitted a valid permission for extraction of groundwater issued by the Punjab Water Regulation and Development Authority (PWRDA) vide Permission No. GW/PWRDA/12/2025/L1/530 dated 03.12.2025, valid up to 02.12.2028. The revised submissions indicate adoption of a water-conservation-oriented, recycling-based wastewater management approach with no external discharge. The proposal is found to be technically acceptable at the CTE stage, subject to verification at the time of commissioning and during operation. In view of the above, it is recommended that Consent to Establish (CTE/NOC) under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 may be granted to M/s Naseeb Industries, subject to compliance with general and special conditions, including the following: βΈ» Special Conditions 1. The unit shall install and operate the RO-based drinking water purification system along with second-stage filtration and recycling arrangement strictly as proposed, and any modification shall be undertaken only after obtaining prior approval of the Board. 2. No untreated or treated wastewater / RO reject shall be discharged outside the unit premises. Disposal into rainwater harvesting pits, storm water drains, open land, or ground percolation is strictly prohibited. 3. Reuse of treated wastewater shall be restricted to non-consumptive purposes only, including toilet flushing, floor cleaning, machine washing, and irrigation of non-edible plantation. 4. The unit shall maintain a proper water balance and records of water consumption, reuse, and wastewater generation, and shall produce the same to the Board as and when required. 5. The unit shall submit a detailed plantation / green belt development plan to the Board before commencement of operations, indicating proposed plantation area, number and species of plants, and mode of irrigation. The plantation shall be developed and maintained accordingly. 6. The unit shall comply with all applicable provisions of the Water (Prevention & Control of Pollution) Act, 1974, the Air (Prevention & Control of Pollution) Act, 1981, and the directions / guidelines issued by the Punjab Pollution Control Board and Central Pollution Control Board from time to time.
