Background
It is submitted that the project proponent was earlier granted fresh consent to establish (NOC) vide no. CTE/Fresh/SAS/2024/26637085 dated 04/10/2024 having validity upto 03/10/2025 under the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for Commercial colony @ 92 components/SCOs with total area @ 20,604 sq. m and built-up area @ 12,977.92 sqm., along with certain suitable conditions mentioned, therein.
Present status
Now, the project proponent has applied for obtaining expansion in consent to establish (NOC) under the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for Commercial colony @ 97 SCOs with total area @ 20,604 sqm and built-up area @ 15092 sqm., along with requisite documents.
Fee details
The project proponent has deposited Rs. 30500/- vide receipt no. 873617419 dated 22.12.2025 under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981. The fee deposited by the project proponent is adequate 1.5 years against the total cost of the project, i.e, Rs. 18.60 Crores.
Project Overview
1. The project proponent has submitted a layout plan of the project duly approved by competent authority, Member Layout Plan Scrutiny Committee-cum-Senior Town Planner, SAS Nagar vide letter no. 2367-STP(SAS)/SS-11(GR) dated 01.08.2025.
2. The project proponent has submitted a license to develop a colony for commercial colony namely grand square (5.09 acres) situated at village Kailon, Tehsil Mohali, Distt. SAS Nagar issued by GMADA vide license no. LDC-56/2024.
3. The project proponent has submitted an approval of revised layout plan for commercial colony namely grand square (5.09 acres) situated at village Kailon, Tehsil Mohali, Distt. SAS Nagar issued by GMADA vide memo no. ਗਮਾਡਾ/ਡੀਟੀਪੀ/ਅ-2/2025/3671 dated 04.12.2025.
4. The project proponent has submitted the compliance report of previous obtained consent to operate from the Board.
Water details
The project proponent has proposed that 68 KLD fresh water will be consumed through tubewell out of which 54 KLD domestic wastewater will be generated. Domestic effluent of 54 KLD will further be treated in STP of capacity 60 KLD. After treatment through STP, 42 KLD wastewater will be used in flushing and rest 12 KLD will be disposed onto land for irrigation in an area of 885 sqm till the project proponent get sewer connection.
Air details
The project proponent will install one no. DG set of capacity 63 KVA equipped with canopy and stack of adequate height.
Solid waste details
It is estimated that complex when fully developed, total solid waste of approximately 755 Kg/ Day will be generated. Mechanical composter of capacity 350 kgs will be provided.
Visit Report
The above-mentioned project site was visited by the undersigned on 20.01.2025. During the visit, it was observed as under:
1. The project site was a vacant land, no construction has been started at the project site with no boundary wall embarked at the site.
2. The project proponent has not yet started construction work of STP of this project at the site.
Recommendations
From above, the project proponent is found complying with the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981.
In view of the above, may if approve, it is recommended that expansion in consent to establish (NOC) may be granted for 1.5 years under the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981.
