• It is submitted that the project proponent has applied for fresh Consent to Establish (NOC) under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 to the Board through OCMMS for setting up Residential Plots 54 Numbers/Day, EWS Plots 09 Numbers/Day and Commercial Shops 12 Numbers/Day with proposed total land area 3.13 acres.
• The project proponent has uploaded the letter of intent issued from Competent Authority cum Commissioner, MC, Jalandhar memo No. MTP/855 dated 16.07.2025 area 3.13 acres which is in the Village Suchi, Jalandhar. As such, the proposed site is suitable to set up the said unit at site.
• The project proponent has uploaded partnership deed, feasibility report of STP, project report, form A & C, report of tehsildar, jamabandi with the application.
• The project proponent has submitted layout plan of the proposed project approved by Municipal Corporation, Jalandhar vide e-naksha no. PB/L0UT/JUC/JALAN/954 as mentioned in layout plan.
• The project proponent has submitted Provisional NOC regarding disposal of sewage water into Municipal Sewer for residential colony issued from M.C Jalandhar vide No. CE/482 dated 08.01.2026.
• The project proponent has proposed to install combined STP of capacity 50 KLD for both City Centre Enclave and City Centre Plaza consisting Bar Screen Oil & Grease Trap Equalization Tank Moving Bed Bio-Reactor (MBBR) Diffused aeration arrangement with twin lobe rotary air blowers Tube Settler sludge drying beds Filter Feed Pump Pressure Sand Filter Activated Carbon Pump filters. Treated effluent will be discharged into M.C sewer. The STP proposed and the disposal mode is adequate in-principle.
• As per the undertaking submitted by the project proponent regarding FAR it is mentioned that the

TOTAL BUILT UP AREA OF COLONY = 13643.313 SQ MTR
As such based on built up area undertaking submitted by PP project does not required prior EC.
• The proposed site was visited by undersigned on 19.01.2026 and it was observed that the project proponent has not demarcated the boundary wall of the proposed project. No construction work was observed during visit at proposed site.
• The Master Plan is the final legal solution to planned development and hence the master plans be prepared in a time bound manner on priority. Where statutory master plan has been notified under the Punjab Regional and Town Planning and Development Act, 1995 (Amended) 2006, mixed land use or any other development/construction which come up as per the earmarked zone, in case of new residential/commercial project, there is no need to keep any additional distance from the existing industry from the environment point of view because these factors have already been considered while earmarking the use of land for different categories in the master plan, as per Notification No.6312 dated 11th August, 2009 issued by Department of House & Urban Development.” Further, “All residential colonies, commercial establishments like shopping malls multiplexes etc. shall maintain a minimum distance of 250 meters from the hazardous (Maximum Accident Hazard) Industries notified by Director General Factory Advice Service Labour Institute. The distance should be measured from the source of pollution hazard (e.g. storage tank, gas chamber etc.) in the industrial premises to the building lines as per Zoning Plan, of residential colonies/commercial complex. This notification would not have an overriding effect on any Act/ Rules/Orders of the Govt. of India/ State Govt. which prescribe a distance of more than 250 meters from such source of hazard and the said prescribed distance shall be maintained. The notification/ orders issued by the State Govt./ PPCB relating to siting of industries namely stone crushers, rice shellers, saila plants, brick kilns, cement plants, grinding units, hot mix plants and other industries shall remain operative and unaffected by this policy/ notification. In order to resolve any dispute regarding measurement or other related issues, an inspection committee comprising of Chairman, PPCB or his nominee, Chief Inspector of Factories, Punjab or his nominee, Chief Town Planner, Punjab or his nominee and a nominee of the Department of Industries is hereby constituted. This inspection committee will be headed by the Chairman, PPCB who will also act as convener of the said committee.” The siting guidelines of the various industries w.r.t the proposed site was verified and is attached.

• As per project report submit by the project proponent the project cost is Rs. 189.00 lacs and as such competency of the case lies with Senior Environmental Engineer.
Keeping in view of above, it is recommended that, consent to establish (NOC) under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the project for setting up Residential Colony an area 3.13 acres for one year with suitable conditions and with special conditions that:-
1. The project proponent shall obtain necessary permission regarding extraction of ground water from Punjab Water Regulation and Development Authority, (PWRDA).
2. The project proponent shall obtain necessary permission from the concerned Departments, if required, if any, in future its own level.
