The following were present: From the Board: Er. Birdevinder Singh, EE, ZO-II, Patiala From the marriage palace: Sh. Vishal Mittal, authorized person Environmental Engineer, Zonal Office-II, Patiala brought out that the the marriage palace was earlier granted consent to operate under the Water Act, 1974 and the Air Act, 1981 vide no. O15BARCTOW3425981 & O15BARCTOA3421519 dated 09.12.2015, both with validity upto 30.09.2020, subject to suitable conditions therein. Earlier, the marriage palace was visited by officers of the Board on 05.05.2025 & 30.09.2025 and observed that the palace was not complying with the provisions of Water Act, 1974 & Air Act, 1981. The marriage palace was given opportunity of personal hearing before the SEE (ZO-II) of the Board on 11.11.2025, wherein it was decided as under: - 1. The project proponent shall make in-house arrangements for the management & handling of Solid Waste Management Rules, 2016 by adopting suitable technology like vermi-composting pits within 15 days. 2. The project proponent shall install adequate wastewater treatment facility and made the same operational alongwith disposal arrangements within 15 days. 3. The project proponent shall provide canopy with DG set alongwith stack of adequate height. 4. The marriage palace shall provide proper hood, duct to capture air emission generated from the kitchen section along with adequate stack, within 20 days. 5. The project proponent shall apply for obtaining consents to operate of the Board under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 alongwith requisite documents and consent fee within 15 days. 2. Environmental Engineer, Regional Office, Barnala shall visit the palace after 15 days to verify the compliance made by it and process the consent application on merit. 3. It was made clear to the project proponent that in future if any violation will be observed by the visiting officer, action as deemed fit shall be initiated against the marriage palace without giving any further opportunity of hearing. The marriage palace has applied for renewal of consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 through OCMMS. To verify the latest status of the unit, the marriage palace was visited by officer of the Regional Office, Barnala on 19.12.2025, and it was observed as under: - 1. The marriage palace was in operation, however there was no function going on during visit. 2. The project proponent has provided O&G trap in the kitchen section and thereafter provision has been made to discharge the effluent directly into MC sewer. 3. The project proponent has not installed septic tank for treatment of effluent generated from the kitchen & bathroom section. Thereafter, provision has been made to discharge the effluent directly into MC sewer. 4. The project proponent has not made in-house arrangements for the management & handling of wet waste generated during the functions. 5. The project proponent has neither provided canopy nor stack of adequate height with DG set. 6. The marriage palace has not provided proper hood, duct to capture air emission generated from the kitchen section along with adequate stack. From above, it is clear that the marriage palace has failed to comply with the decisions of personal hearing given to it on 11.11.2025 as well as Water (Prevention and Control of Pollution) Act, 1974 and the Air (Prevention and Control of Pollution) Act, 1981. The marriage palace is violating under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981, intentionally & deliberately. Accordingly, show cause notice for refusal of consents to operate granted under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 issued to the marriage palace alongwith an opportunity to explain your position in person before the Senior Environmental Engineer, Zonal Office-II, Patiala of the Board on 05/01/2026. However, project proponent failed to attend the hearing on the said date. The representative of the project attended the hearing on 20.01.2026 and submitted an authority letter as well as written reply which was taken on record. In this reply, the project proponent informed that septic tank has been constructed for the treatment of effluent generated from the kitchen and bathroom section and the same is being used for the plantation. The compost pits have been constructed for the management and handling of wet waste generated during the functions. He further informed that DG sets has been provided with canopy and stack of adequate height and proper hood and duct alongwith adequate stack height have also been provided to capture air emission generated from the kitchen section. After hearing officer of the Board, representative of the marriage palace and considering the material facts of the record, the Senior Environmental Engineer, Zonal Office-II, Patiala has decided as under: - 1. Environmental Engineer, Regional Office, Barnala shall visit the site immediately, verify the contentions made by the project proponent during hearing and submit the report with fresh recommendations within 02 days. 2. Further action shall be taken in the matter w.r.t. deciding the consent application of the project proponent after the receipt of report from the Regional Office. If approved, the proceedings of the personal hearing may be conveyed to the project proponent as well as Regional Office for compliance.
