Background
It is submitted that the industry was earlier granted renewal of Consent to Operate vide no. CTOA/Renew/SAS/2023/20943707 dated 29-01-2023 having validity upto 31-12-2025 under the provisions of Air (Prevention & Control of Pollution) Act, 1981 and vide no. CTOW/Renew/SAS/2025/27762893 dated 19.02.2025 having validity upto 31.12.2029 under the provisions of Water (Prevention & Control of Pollution) Act, 1974 for Battery Pack @ 50 Numbers/Day, Power Banks @ 1000 Numbers/Day, Hand Held Search Light @100 Numbers/Year, LIB Allied Consumer Electronics Products @ 20000 Numbers/Year raw material such as Lithium ion Cells @ 7 megawatt, Shrinkable Packaging Sleeves @ 20 Meter/day, Protection Circuit Board @ 1000 Numbers/Day, ABS /Plastic Enclosure for Packaging @ 1000 Numbers/Day, Wires for Connections@ 50 Meter/day, Nickel Tabs for connections @ 50 Meter/day, along with certain special conditions mentioned, therein.
Present status
Now, the industry has applied for obtaining renewal of consent to operate under the provisions of Air (Prevention & Control of Pollution) Act, 1981 for Battery Pack @ 50 Numbers/Day, Power Banks @ 1000 Numbers/Day, Hand Held Search Light @100 Numbers/Year, LIB Allied Consumer Electronics Products @ 20000 Numbers/Year raw material such as Lithium ion Cells @ 7 megawatt, Shrinkable Packaging Sleeves @ 20 Meter/day, Protection Circuit Board @ 1000 Numbers/Day, ABS /Plastic Enclosure for Packaging @ 1000 Numbers/Day, Wires for Connections@ 50 Meter/day, Nickel Tabs for connections @ 50 Meter/day, along with requisite documents.
Fee details
The project proponent has deposited Rs. 54900/- vide receipt no. 73616037 dated 23.12.2025 under the provisions of Air (Prevention & Control of Pollution) Act, 1981. After deducting the NOC regularization fee, the fee deposited by the project proponent is adequate for five years. The project proponent has submitted a CA certificate of fixed assets of Rs. 8,76,70,414/- dated 15.12.2025.
Project Overview
The project proponent has submitted a compliance report of previous obtained consent to operate from the Board.
The industry has made an agreement with M/s Attero Recycling Pvt. Ltd, for disposal of E-waste generated during manufacturing. M/s Attero Recycling Pvt. Ltd, has obtained registration certificate as “Recycler” under Battery Waste Management Rules, 2022 from Uttarakhand Pollution Control Board vide no.1663047 dated 12.12.2023 valid till 12.12.2028. The industry has provided dedicated space for storage of e-waste.
Visit Report
The site of the industry was visited by the undersigned on 20.01.2026. During the visit, it was observed as under:
1) The industry is Green category unit engaged in the business of assembling lithium cell batteries and the same was in operation.
2) The manufacturing process includes:
Raw material inspection Quality checking fixing of lithium cell using glue spot welding of nickel coil wire soldering PVC coating shrink wrap.
3) The industry is meeting its freshwater demand through MC supply.
4) No trade effluent is generated from the processes of the industry. Domestic effluent generated is discharged into the MC sewer.
5) The industry has made an agreement with M/s Attero Recycling Pvt. Ltd, for disposal of E-waste generated during manufacturing. M/s Attero Recycling Pvt. Ltd, has obtained registration certificate as “Recycler” under Battery Waste Management Rules, 2022 from Uttarakhand Pollution Control Board vide no. 1663047 dated 12.12.2023 valid till 12.12.2028. The industry has provided dedicated space for storage of e-waste.
6) The industry has installed DG set of 62.5 KVA with canopy and adequate stack height. No other source of pollution has been installed.
Recommendations
From above, the industry is found complying with the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981.
In view of the above, may if approve, it is recommended that renewal of consent to operate be granted upto 31.12.2027 under the provisions of Air (Prevention & Control of Pollution) Act, 1981, along with the certain suitable and special condition mentioned as under:
1. The project proponent shall obtain authorization under Hazardous Waste Management Rules, 2016 for storage, handling and disposal of Empty barrels/containers/liners contaminated with hazardous chemicals /resin used for PVC coating.
