Sub: Proceeding of the personal hearing given before the Senior Environmental Engineer, Zonal Office-I, Ludhiana on 21.01.2026 w.r.t. show cause notice for refusal of consent to operate under the Water Act, 1974 and Air Act, 1981 - M/s Raghav Exports, Circular Road, Shivpuri, Ludhiana.

The Environmental Engineer, Zonal Office-1, Ludhiana brought out that the industry was earlier granted Consent to Operate under the Water Act, 1974 and Air Act, 1981 dated 28.12.2020, both were expired on 28.12.2024 under the green category for manufacturing of all type of hosiery knitted garments @ 1000 Numbers/Day by using all type of yarn @ 300 kgs/Day with discharge of trade effluent @ 1.5 KLD into sewer after passing through ETP.
The industry has now applied for obtaining consent to operate under Water Act, 1974 and Air Act, 1981 for manufacturing of all type of hosiery knitted garments @ 500 Numbers/Day by using all type of yarns @ 300 Kgs/Day, Non annic (Detergent) @0.200 Kgs/day and Softner @ 0.100 Kgs/day with its discharge of trade effluent @ 1.5 KLD under orange category.
The industry was visited by the officer of the Board on 26.11.2025 and it was observed as under: -
1. The industry was in operation during visit and engaged in the process of washing of all type of yarn (acrylic, woolen and blend of acrylic-woolen).
2. The industry has installed 1 no. washing machine with capacity of 60 kg and 1 no. of tub with capacity of 100 Litre and the process also involves the intermittent use of mulami for yarn washing. The industry has 5 no. of steam press and 2 no. of hand press.
3. The trade effluent generates during the process is treated through the ETP plant and the treated effluent is being discharged into the sewer. The industry has installed ETP of capacity 12 KLD.
4. The industry has installed 3 no. electric steam baby boilers of capacity 30 kg, 0.036 MW, 0.027 MW and 0.018 MW. The industry has also installed 01 no. DG set of capacity 320 KVA.
The consent applications of the industry has been perused and it has been observed that earlier the unit was covered under green category. But, now the industry has added washing section and applied under orange category. The area of the unit falls under mixed land use as per Master Plan of Ludhiana (2007-2031). Therefore, the site is not suitable for operation of orange category unit.
The industry was issued show cause notice for refusal of consent to operate under the Water Act 1974 & Air Act, 1981 with hearing before the Senior Environmental Engineer of the Board on 21.01.2026.
Sh. Ashish Jain, G.M from the industry attended the hearing and submitted written reply which has been taken on record. He submitted that the industry was earlier granted consent to operate under green category and they have now applied for consent to operate under orange category alongwith requisite fee as per policy of the Board. There is no change in plant & machinery and no addition to washing machines.
After hearing the industry, officer of the Board and considering material facts on record, the Senior Environmental Engineer of the Board decided that:-
1. The applications of the industry for obtaining consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 be returned.
2. The Environmental Engineer, Regional Office-1, Ludhiana shall take up the matter with Head Office Patiala to decide the categorization of washing units, within one month.
Submitted for confirmation of decisions of the hearing and for conveying to the industry and Regional Office for compliance of above decisions, please.
