Kindly peruse the report of AEE dated 16.01.2026………….
• The HCF has installed an Effluent Treatment Plant (ETP) of 35 KLD capacity comprising Equalization Tank, Screening Unit, Aeration Tank, MBBR, Sludge Drying Beds and Treated Water Tank. As per the records verified during inspection, the average effluent discharge of the hospital ranges between 7.5–7.9 KLD, which is well within the installed and consented capacity of the ETP. It is also pertinent to mention that effluent samples collected from the outlet of the ETP on 07.08.2025 were analysed and, as per the analysis report, the concentration of all parameters was found within the prescribed permissible limits. Hence, the existing ETP is adequate to cater to the increased bed capacity from 50 to 75…………………..
• The HCF was earlier granted authorization under the Bio-Medical Waste Management Rules, 2016 vide no. BMW/Renewal/MKS/2023/21374812 dated 15.03.2023 for a bed capacity of 50, valid up to 30.09.2025, with suitable conditions mentioned therein. Upon perusal of the same, it is observed that the HCF has obtained auto-renewal of the authorization vide No. BMW/Renewal/MKS/2025/29770866 dated 15.10.2025, valid up to 15.10.2027, to operate with a bed capacity of 50. The HCF has now parallelly applied to obtain authorization of the Board under the BMW Rules, 2016 with increase in bed capacity from 50 to 75, which is under process with the board………..
• The increase in bed capacity has been carried out within the existing hospital premises. In this regard, the HCF has submitted a copy of the revised drawing of the 25-bedded MCH Wing at SDH Malout along with the application, duly approved by the competent authority …………...
• The HCF is a Government hospital established to serve the public in accordance with Government policies and norms. The increase in bed capacity has been carried out within the existing approved hospital premises. Accordingly, no separate reminding of site suitability is required……………….
Keeping in view of above and recommendation of RO, if approved the HCF may be granted varied consents to operate under the Water Act, 1974 & the Air Act, 1981 to operate 75 beds upto 30.09.2027 with certain conditions as earlier proposed by undersigned vide note dated 12.01.2026, please.
