No. 394619994 dated 05.01.2026 Adequacy of NOC fee One Year Partnership Deed: The unit has submitted the Limited Liability Partnership dated 15.10.2025 executed between Sh. Mohit Gupta, Smt. Rashmi Thakur, Sh. Janeesh Modi and Sh. Sandeep Modi. Further, the unit has submitted the authority letter, vide which, Sh. Mohit Gupta is the authorized signatory of the firm Land Documents: The unit has submitted the lease deed of land executed between Sh. Mohit Gupta and M/s Vijayi Bharat Metals LLP of total area 09 Bigha 5 Biswa falls in the revenue estate of Village Mardapur, Tehsil Ghanour, District Patiala, which is valid upto 25.11.2041. Site Suitability: The industry has submitted the Land Use Classification of total area 1.93 acre issued vide Memo no. 2644 dated 19.12.2025 by District Town Planner, Patiala, vide which, the proposed site falls in the Industrial Land Use Zone as per the notified Master Plan of Rajpura and is suitable for establishment of such type of unit. Pollution and its measures: The Project Proponent has not proposed to install Pyrolysis Furnace and it has proposed to install Pulse Jet Dust Collector (PJDC) conjunction with Secondary Combustion Chamber, Activated Carbon Adsorption Chamber, and Quench Cooling as APCDs. The industry will also provide Main Recycling Line (Shredding & Material Separation), which is equipped with Pulse Jet Dust Collector. It has proposed to install a DG set of capacity 500 KVA, which will be equipped with canopy and stack of adequate height. Further, the industry has proposed to install an ETP of capacity 5 KLD for the treatment of trade effluent to be generated from the process. The treated wastewater will be reused in process after treated through ETP. The domestic wastewater will be treated through septic tank, which will be discharged onto land for plantation within the premises. Additionally, the hazardous waste of Category 5.1 will be generated and shall be lifted to an authorized recycler. Further, the hazardous waste of Categories 1.1, 34.1, and 35.3 shall be generated and disposed off through an authorized Common Treatment, Storage and Disposal Facility (TSDF). Applicability of EIA notification dated 14/9/2006: The project is not covered under the preview of EIA Notification dated 14.09.2006. PWRDA Permission: The unit has mentioned the ground water extraction @ 6.9 KLD. Considering 30 working days in a month, the ground water extraction will be 207 KL/month. As such, the Project Proponent is not required to obtain permission for abstraction of ground water from PWRDA. Visit: To verify the contents of the application, the site was visited by the undersigned on 16.01.2026 and Sh. Mohit Gupta, Partner was contacted. During visit, it was observed as under: 1. The proposed site falls in the revenue estate of Village Mardapur, Tehsil Ghanour, District Patiala. 2. The industry has not started any construction activity and the land was found empty. Recommendations: In view of the facts mentioned above, if approved, it is recommended Consent to Establish (NOC) under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 for establishment of Lithium-Ion Battery Recycling Plant for manufacturing of Black Mass @ 1980 MT/Year may be granted to the unit for one year with suitable conditions and additional conditions that: 1. The hotel shall establish its unit in the total area 1.93 acre only for which it has obtained Land Use Classification from DTP, Patiala. 2. The unit shall apply for consent to operate under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 before commissioning of the unit. 3. The industry shall submit the completion-cum-adequacy certificate of ETP as well as Air Pollution Control Device (APCD) to be installed at the time of obtaining consent to operate. 4. The industry shall submit the building plan approved from the Competent Authority at the time of obtaining consent to operate. 5. The unit shall develop the plantation area within the premises of the unit. 6. The unit shall obtain NOC of the Board, if it changes any of its product or raw material or enhances its production capacity in future. 7. The unit shall plant trees wherever space is available inside and outside the unit. 8. The unit shall promote use of alternatives of single use plastics (SUP) and awareness to discourage use of plastic, through their Corporate Environment Responsibility (CER) activities. 9. The unit shall ensure that there are no usages of single use plastic- thermocol disposable items such as water bottles / water pouches/water cups, plates, forks, spoons, straw etc. and single use decorating material made of plastic-thermocol or any other non-biodegradable material in the premises. 10. The unit shall properly handle and manage the solid wastages as per the provisions of the Municipal Solid Waste Rules 2016 and ensure that the solid waste is segregated & disposed of in an environmentally sound manner. 11. The unit shall ensure that there is no public nuisance in the area, due to activities of the unit. Competency – SEE
