CTE/Fresh/PBIP/SAS/2025/2501692562 dated 04.03.2025 having validity upto 31.12.2025 under the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for Residential Township Project consisting of residential plots @ 701 number, independent floors (S+4) @ 95 number, EWS area 6.16 acres, commercial area 2.88 acres, public and institutional area @ 15.289 acres, along with certain suitable conditions mentioned therein. Environment Clearance The project proponent has obtained Environmental Clearance issued by MoEF&CC, vide file no. 21-419/2024-IA.III dated 04/11/2024 under EIA notification dated 14.09.2006 at Village Bara Raipur, Bhago Majra, and Sambalkhi, Sub District-SAS Nagar (Mohali) District Sahibzada Ajit Singh Nagar, Punjab by M/s Puma Realtors Private Limited with total built-up area of 4,67,455 sq.m. Thereafter, the project proponent has obtained Environmental Clearance issued by SEIAA vide no. SEIAA/2012/50345 dated 30.11.2012 for development of plotted accommodation namely “IREO HAMLET” in the revenue estate of Village Sambalkhi and Dholl, sector 98, Mohali, Distt. SAS Nagar. Present status Now, the project proponent has applied for obtaining extension in consent to establish (NOC) under the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for residential plots @ 701 Number, Independent Floor (S+4) @ 95 Number, EWS Area 6.16 Acres, Commercial Area 2.88 Acres, Public and institutional area 15.289 Acres, along with requisite documents. Fee details The project proponent has deposited Rs. 282000/- vide Receipt no. 475101958 dated 30.12.2025 under the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981. The fee deposited by the project proponent is adequate for 1.5 years against the total cost of the project of Rs. 320.00 Crores. Project Overview The project proponent has submitted the six-monthly compliance report of the Environment Clearance as well as the last consent to establish (NOC) obtained from the Board. Visit Report The project site was visited by the undersigned on 20.01.2026. During the visit, it was observed as under: 1. The project proponent has proposed to develop project in 141.7 acres. 2. The project comprises multiple areas with different property types and varying levels of development and sewage treatment infrastructure. One City Hub is a commercial area consisting of 69 SCOs and 11 booths, out of which 1 plot is occupied and 7 plots are under construction; it has an STP capacity of 200 KLD and the STP is completed and ready for operation. 3. One City Hamlet, C Block, D Block are residential areas with total 701 no. of plots out which 44 no. plots are occupied and 45 no. plots are under construction and 01 STP of capacity 750 KLD is operational at the One City Hamlet, 350 KLD STP work has been completed at C Block, 125 KLD STP work has not been started at D Block. F Block consists of 41 independent floor units with no occupied or under-construction plots; it has an STP capacity of 100 KLD, but work has not started. B Block includes 54 independent floor units, with 4 plots under construction, none occupied, and an STP capacity of 675 KLD, where work has also not started. The institutional area has no occupied or under-construction plots having common STP of B block of capacity 675 KLD with no STP work has been started yet. The EWS component has been handed over to GMADA, and no construction work is present there. 4. GMADA has yet not laid sewer in the area, therefore, the project proponent has developed 1.83 acres as per Karnal Technology within its project until the availability of GMADA sewer. 5. The project proponent has installed 05 no. of borewells at the site. 6. The project proponent has started the construction of 06 no. of STPs and completed the construction of 03 no. STPs. Recommendations From above, the project proponent is found complying with the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981. In view of the above, may if approve, it is recommended that extension in consent to establish (NOC) under the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 be granted for 31.03.2027, along with extension of the previous conditions imposed to it. *Competency ~ Worthy Chairperson of the Board.
