Earlier, the HCF was granted ‘Consent to Operate’ under Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Renewal/LDH1/2025/27720791 dated 27.01.2025 valid upto 26.01.2026.
Now, the HCF has again applied for renewal ‘Consent to Operate’ under Water (Prevention & Control of Pollution) Act, 1974 for 100 beds. To verify the facts, the HCF was visited by this office on 06.12.2025 & following observations were made:-
1. The HCF was in operation during the visit.
2. The HCF has installed 01 no. D.G set of capacity 400 KVA with canopy and adequate stack height.
3. The HCF has signed an agreement with the common facility M/s Medicare Environment Management (P) Ltd., Ludhiana for lifting of its Bio-medical Waste.
4. The HCF is adopting the proper color-coding as per Bio-medical Waste Management Rules, 2016 & segregating its Bio-medical Waste as per Bio-medical waste Management Rules, 2016
5. The HCF has provided various needle shredders in different departments as per requirement. Which is finally disposed off to M/s Medicare Environment Management (P) Ltd., Ludhiana.
6. The HCF is maintaining record of BMW generation & the lifting of Bio-medical Waste to M/s Medicare Environment Management (P) Ltd., Ludhiana.

8. The HCF has provided the ETP cum STP for the treatment of its liquid waste & sewage and same was found in operation during visit. The final effluent after treatment is being discharged into M.C sewer.
9. The HCF has already submitted allotment letter from GLADA vide memo no. 270 dated 15.01.2015.
10. The hospital is a 100 beds hospital & the competency of deciding the authorization case is with SEE, ZO-I, Ludhiana as per policy of the Board dated 30.04.2013.
11. The HCF has already granted BMW Authorization vide no. BMW/Renewal/LDH1/2025/27832815 dated 07.05.2021 valid upto 31.03.2030 for 100 bedded.
12. The HCF has deposited consent fee upto 31.12.2029 under Water Act, 1974.
In view of above, it is recommended that the Consent to operate under Water (Prevention & control of Pollution) Act, 1974 may be granted to the HCF for the discharge of treated effluent @ 18 KLD upto 31.12.2029 with usual condition, please.
