It is submitted that the subject cited industry is a small scale green category unit with category code 142.4 Rubber goods industry (with gas-based boiler). The industry has applied for obtaining fresh consent to operate under the Water Act, 1974 with requisite documents. The industry has deposited Rs. 7650/- vide e-R No. 107937837 dated 22.08.2025 (Rs. 6450/- water & Rs. 700/- as NOC regularization fee & Rs. 500/- form fee) & Rs. 6450/- vide e-R No. 930646618 dated 22.08.2025 consent fee against the un-depreciated fixed assets of Rs. 0.47 Lacs as on 26.06.2025, which is adequate upto 30/06/2031 under Water Act, 1974 & Air Act, 1981, as per Board's Office Order dated 29/10/2018 after deducting penalty charges 200 % and NOC regularization fee.
Accordingly, the industry was visited by the officer of the Board on 21.01.2026 During the visit, it was observed as under:-
1. The industry was in operation during visit and engaged in Auto Rubber Parts by using Rubber, Chemicals, Rubber Crumb, Carbon, Reclaim as raw material.
2. The industry has installed 1 no. Kneader machine with dust collector followed by stack of adequate height, 1 no. Mixing mill (Rula machine), 2 no. electricity powered rubber moulding machines.
3. The manufacturing process involves mixing of raw material in Kneader machine then rolling then feeding to moulding machine to get desired products.
4. There is no generation of trade effluent from the process and entire cooling water is being re-circulated. Domestic effluent generated by the industry is discharged onto land for plantation through septic tank.
5. The industry has submitted building plan prepared by Sh. Gurkirat Singh approved Architect from Director of Factories, Punjab.
Site suitability
The industry has submitted the certificate issued by DTP, Ludhiana vide letter no. 1608 dated 07.07.2022 stated as under :-
“ਆਪ ਦੀ ਵਿਸ਼ਾ ਅਧੀਨ ਸਾਇਟ ਪ੍ਰਵਾਨਤ ਮਾਸਟਰ ਪਲੈਨ ਲੁਧਿਆਣਾ (2007-31) ਦੀਆਂ ਤਜਵੀਜ਼ਾਂ ਅਨੁਸਾਰ ਉਦਯੋਗਿਕ ਜੋਨ ਵਿੱਚ ਪੈਂਦੀ ਹੈ, ਇਸ ਜ਼ੋਨ ਵਿੱਚ ਹਰ ਤਰ੍ਹਾਂ ਦੀ ਉਦਯੋਗਿਕ ਇਕਾਈ ਆਗਿਆ ਯੋਗ ਹੈ।“
In the subject cited case, the industry has mentioned ground water extraction @ 0.4 KLD. Considering 25 working days per month, ground water extraction will be 10 KL/month, which is less than 300 KL/month.
It is therefore recommended that consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 may be granted upto 31.12.2030 with suitable conditions as per policy of the Board.
