Background
It is submitted that the project proponent was earlier granted fresh consent to establish (NOC) vide no. CTE/Fresh/SAS/2022/18359142 dated 12/06/2022 having validity upto 31/12/2022 under the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for Project namely "Super Mega Mixed Use Integrated Industrial Park" at Sector 82, 83 & 66-A, SAS Nagar, Mohali consisting of : Residential Area in 63.14 acres, EWS Area in 5.57 acres, Commercial Area in 14.35 acres, Institutional Area in 28.17 acres, Industrial Area in 32.60 acres, along with certain suitable conditions mentioned therein.
Thereafter, the project proponent has obtained extension in consent to establish (NOC) vide no. CTE/Ext/PBIP/SAS/2025/2301286672 dated 13.02.2025 having validity upto 15.12.2025 under the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for development of residential area in 63.14 acres, EWS area in 5.57 acres, commercial area in 14.35 acres, institutional area in 28.17 acres and industrial area in 32.60 acres, along with certain suitable conditions mentioned therein.
Environment Clearance
The project proponent has obtained Environmental Clearance under EIA notification dated 14.09.2006 for developing a project namely "Super Mega Mixed Use Integrated Industrial Park" at Sector 82, 83 & 66A, SAS Nagar, Mohali vide no. No. SEIAA/2015/8257 dated 16.12.2015 for total land area of the project is 1065861.044 sqm out of which net planned area is 811030.49 sqm, residential area is 255518.5 sqm, EWS area is 22540.954 sqm, commercial area is 58072.38 sqm, Institutional area is 113999.76 sqm, Industrial area is 131927.31 sqm and green area is 62281.12 sqm.
Present status
Now, the project proponent has applied for obtaining extension in consent to establish (NOC) under the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for development of residential area in 63.14 acres, EWS area in 5.57 acres, commercial area in 14.35 acres, institutional area in 28.17 acres and industrial area in 32.60 acres, along with requisite documents.
Fee details
The project proponent has deposited Rs. 282000/- vide receipt no. 106867298 dated 19.01.2026 under the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981. The fee deposited by the project proponent is adequate for one year against the total cost of the project, i.e, Rs. 1074.82 Crores.
Project Overview
The project proponent has submitted compliance report of condition of consent to establish (NOC) and Consent to Operate (CTO) under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 as well as six-monthly compliance repot of Environmental Clearance.
Visit Report
The project site was visited on 08.01.2026. During the visit, it was observed as under:

2. The STP of capacity 6 MLD was operational at the time of visit. Record of the same was being maintained. Samples of the same has been collected at the time of visit and sent to HO Lab Patiala for further analysis. Results of the same are awaited.
3. The treated water is being used in green area, i.e, parks provided within the premises. However, the project proponent has not provided designated Karnal Technology.
4. The project proponent has installed 02 no. of composter of capacity 1000 kgs/day and 2000 Kgs/day for the solid waste generated from various components of Super Mega Mixed Use Integrated Industrial Park Project.
Recommendations
From above, the project proponent is found complying with the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981.
In view of the above, it is recommended that the project proponent be granted extension in consent to establish (NOC) for one year under the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981.
