It is submitted that the project proponent is a small-scale green category commercial project. Earlier, it was granted NOC/consent to establish vide no. CTE/Fresh/MLK/2022/18503514 dated 27.05.2022 valid upto 26.05.2023, which was further extended through auto-renewal mode upto 21.02.2025 for Building construction project 5,000 sq. m., but < 20,000 sq. m. built-up area (without connectivity to terminal STP).
Now, the project proponent has applied for obtaining consent to operate under the Water Act, 1974 and the Air Act, 1981 for Building construction project in an area of 2.649 Acre (32 Commercial Complex- SCF/Showrooms, 2 Drive Throughs).
The project proponent has deposited consent fee of Rs. 45600.00/- vide R. No. HDFCN52025123083613274 dated 30.12.2025 (as NOC regularization fee is Rs. 2400/- and Other, Previous Pending Fee Rs. 10800.0) under the Air Act, 1981 and Rs. 32,400/- vide R. no. HDFCN52025123083489031 dated 30.12.2025 under the Water Act, 1974, against the value of total fixed assets of Rs. 637.09 lacs as per CA certificate dated 26.04.2025, which is adequate upto 01 year (after deducting penalty fee) under the both acts.
The project proponent has installed STP of 50 KLD consisting of Screen Chamber, Sewage Collection tank, Primary clarifier, Aeration - 2 stage, secondary clarifier, Pressure depth filtration, UV treatment, treated wastewater (for reuse / disposal), sludge drying beds based on MBBR technology for treated of domestic effluent and treated effluent is being disposed onto land for plantation in an area of 1400 sq. m.
The industry has submitted the completion certificate for errecion and commissioning of the STP of 50 KLD installed.
Now, the industry has applied for the consents to operate under the Water Act, 1974 and the Air Act, 1981
The project proponent has also submitted completion certificate, Site Layout Plan, Parking Area Plan and location plan along with the application form.
To verify the facts, the site was visited by Er. Gurmehar Singh (AEE) on 21.01.2026 and it was observed as under: -
1. The site of the project proponent is located at Sekhopur Sangam (Village Sangla), Malerkotla-Dhuri Road, Sekhopur Sangam, MALERKOTLA outside the limits of MC Malerkotla.
2. The representative of the unit has constructed 32 Commercial Complex- SCF/Showrooms, 2 Drive Throughs out of which 04 no. of commercial complex were in operation.
3. The industry has installed the unit has installed STP of 50 KLD consisting of Screen Chamber, Sewage Collection tank, Primary clarifier, Aeration - 2 stage, secondary clarifier, Pressure depth filtration, UV treatment, treated wastewater (for reuse / disposal), sludge drying beds based on MBBR technology for treatment of domestic effluent and treated effluent is being disposed onto land for plantation in an area of 1400 sq. m.
4. The unit has installed D.G. set of capacity 125KVA with canopy and adequate stack height.
Keeping in view of above, it is recommended that the project proponent may be granted consent to operate under the Water Act, 1974 and the Air Act, 1981 both valid for 01 year with suitable conditions as per Policy of the Board.
