It is submitted that the subject cited industry is a small scale green category unit. The industry has applied for obtaining fresh consent to operate under the Water Act, 1974 with requisite documents. The industry has deposited Rs. 115700/- vide e-R No. 154203903 dated 22.08.2025 (Rs. 100800/- water & Rs. 14400/- as NOC regularization fee & Rs. 500/- form fee) under Water Act, 1974 & Rs. 100800/- vide e-R No. 524282942 dated 22.08.2025 under Air Act, 1981 consent fee against the un-depreciated fixed assets of Rs. 274.14 Lakh as on 31.03.2025, which is adequate upto 30/06/2031, as per Board's Office Order dated 29/10/2018 after deducting penalty charges 100 % and NOC regularization fee.
Accordingly, the industry was visited by the officer of the Board on 21.01.2026. During the visit, it was observed as under:-
1. The industry was in operation during visit and engaged in powder coating process.
2. The industry has installed 2 powder coating booth with cyclone with adequate stack height, 1 no. electric paint baking oven and 8 no. MIG Welding set, power presses of various capacity and other non-polluting machinery like grinder and adda machines.
3. The industry has made agreement with M/s JBR Technology Pvt. Ltd. Ludhiana for disposal of its trade effluent @ 3000 ltr/month dated 24.06.2025.
4. The industry has installed water meter on pipeline leading to process area whose reading during visit was 141.92 KL.
5. The industry has maintained record of water consumption viz-a-viz trade effluent lifted to CETP till date. The details of fresh water consumption and effluent lifted to CETP, for last four months is attached herewith.
As per the record the quantity of water consumed for wet process is in consonance with the quantity of effluent lifted to JBR Tech. Pvt. Ltd. The industry has provided storage tank of size 5’x5’x6’ approx.. 4250 Ltr and same was 50% full.
6. No bye pass of effluent was observed during visit.
7. Domestic effluent generated by the industry is discharged onto land for plantation through septic tank.
8. The industry has installed one D.G set of capacity 200 KVA with canopy and adequate stack height.
9. The industry has submitted building plan prepared by Sh. Sukhjinder Singh approved Architect from Director of Factories, Punjab.
Site suitability
The industry has submitted the certificate issued by DTP, Ludhiana vide letter no. 1608 dated 07.07.2022 stated as under :-
“ਆਪ ਦੀ ਵਿਸ਼ਾ ਅਧੀਨ ਸਾਇਟ ਪ੍ਰਵਾਨਤ ਮਾਸਟਰ ਪਲੈਨ ਲੁਧਿਆਣਾ (2007-31) ਦੀਆਂ ਤਜਵੀਜ਼ਾਂ ਅਨੁਸਾਰ ਉਦਯੋਗਿਕ ਜੋਨ ਵਿੱਚ ਪੈਂਦੀ ਹੈ, ਇਸ ਜ਼ੋਨ ਵਿੱਚ ਹਰ ਤਰ੍ਹਾਂ ਦੀ ਉਦਯੋਗਿਕ ਇਕਾਈ ਆਗਿਆ ਯੋਗ ਹੈ।“
In the subject cited case, the industry has mentioned ground water extraction @ 0.52 KLD. Considering 25 working days per month, ground water extraction will be 13 KL/month, which is less than 300 KL/month.
It is therefore recommended that consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 may be granted upto 30.06.2031 with suitable conditions as per policy of the Board.
