It is submitted that the project proponent has applied for obtaining Consent to Establish (NOC) of the board from pollution angle for establishment of precast concrete plant to prepare Interlocking Tiles @ 1500 Number/Day by using cement, Bajri, Sand and water as raw material in the area of 03 kanal in revenues area of Village Budhimal, Tehsil Bariwala, District Sri Muktsar Sahib.
1.The project proponent has submitted the report issued by DTP Sri Muktsar Sahib vide his office letter no. 349 DTP/(MKS)/RTB-1 dated 05.05.2025, which is reproduced as under: -
The site falls in notified Local Planning Area Sri Muktsar Sahib Extension. The Master Plan of this town is yet to be prepared. Since, the site falls in the Notified Local Planning Area, accordingly, this case has to be considered in the light of instructions issued by the Director, Town & Country Planning, Punjab vide Memo No. 2180-2283 Dated 14.06.2023 with respect to provisions of section 79 of PRTPD Act 1995. The in-principal approval may henceforth be considered by the Committee constituted under the Punjab Right to Business Act, 2020, as per the following conditions exacted by this department: -
I. The said approval may be in the hands of M/s Alpine Pathways Village Budhimal, Tehsil & District Sri Muktsar Sahib for the area of 0.375 Acres (3 Kanal 0 Marla) at Khasra No. 36//21, 37//25, 38//5, 39//1 at Village Budhimal, (H.B. No. 144), Tehsil & District Sri Muktsar Sahib. As per CRO Report submitted by the applicant the ownership/possession of land of site is in the name of Mrs. Kuldeep Kaur. However, the ownership/possession of land of site be confirmed from revenue department, if any litigation regarding ownership/possession of the land arises, this office shall not be responsible for the same.
II. The applicant shall leave 19’ wide strip from his own site to widen the existing 22’ wide road to be 60’-0” as per the departmental Practice.
III. The applicant shall be bound to obtain the permissions for Change in Land Use/Building Plans Approval from the Competent Authority within the time limit prescribed under the Punjab Right to Business Act, 2020.
IV. Applicant shall abide the conditions and guidelines of PPCB regarding the establishment of the unit. Moreover, it is suggested that PPCB is solely concerned department to issue NOC regarding operation and establishment, therefore prior consent may be received from PPCB regarding the unit.
V. Applicant shall abide by all the provisions of the Master Plan which is yet to be prepared.
VI. Applicant shall be bound to construct the building as per Building Rules, 2021.
VII. The report regarding ownership/ revenue documents may be sought from Revenue Department.
VIII. If applicant increases the site area or covered area more than that submitted in the application form then the Applicant shall be liable to pay the difference amount of Fees during the approval of Building Plans.
IX. Applicant shall be liable to pay Labour cess in favour of Punjab Building and other Constructions Workers Welfare Board @ 1% of total construction cost which shall not be less than @ Rs.100 per sq. feet of covered area at the time of building plan approval.
2. The project proponent has submitted copy of report of Naib Tehsildar, Bariwala dated 7.01.2026, relevant part of which is reproduced as under:
ਪਿੰਡ ਬੁੱਢੀਮਾਲ ਵਿੱਚ ਟਾਇਲ ਫੈਕਟਰੀ ਜਿਸ ਦਾ ਨਾਮ ਐਲਪਾਇਨ ਪਾਥਵੇਜ ਹੈ। ਮਾਲ ਰਿਕਾਰਡ ਮੁਤਾਬਿਕ ਮਾਲਕੀ ਕੁਲਦੀਪ ਕੌਰ ਪਤਨੀ ਹਰਭਜਨ ਸਿੰਘ ਪੁੱਤਰ ਤਰਲੋਕ ਸਿੰਘ 03 ਕਨਾਲਾਂ 0 ਮਰਲਾ ਦੀ ਮੌਜੂਦ ਹੈ ਅਤੇ ਖਸਰਾ ਨੰ- 36//21, 37//25, 38//5, 39//1 ਵਿੱਚ ਫੈਕਟਰੀ ਮੌਜੂਦ ਹੈ। ਇਹ ਤਸਦੀਕ ਕੀਤਾ ਜਾਂਦਾ ਹੈ ਕਿ ਉਕਤ ਰਕਬਾ 100 ਮੀਟਰ ਦੇ ਘੇਰੇ ਵਿਚ ਕਿਸੇ ਵੀ ਮਿਉਂਸਿਪਲ ਕਮੇਟੀ ਦੀ ਹੱਦ, ਪਿੰਡ ਦੀ ਫਿਰਨੀ/ਲਾਲ ਲਕੀਰ ਅਤੇ ਕਿਸੇ ਵੀ ਸਰਕਾਰੀ ਅਦਾਰੇ ਤੋਂ ਮਾਨਤਾ ਪ੍ਰਾਪਤ ਰਿਹਾਇਸ਼ ਏਰੀਆ ਜਾਂ 15 ਪੱਕੇ ਮਕਾਨ ਨਹੀਂ ਆਉਂਦੇ ਹਨ, ਜੀ।
3. The project proponent has submitted copy of revenue record in the form of Deed of transfer of ownership wherein Sh. Jagmeet Singh S/o Harbhajan Singh has transferred the land of the site to Smt. Kuldeep Kaur W/o Harbhajan Singh.
4. The project proponent has submitted GST certificate which indicates that Smt. Kuldeep Kaur is the proprietor of the industry.
5.The project proponent has submitted the project report showing the total cost of the project of Rs. 84 lacs. Accordingly, the project proponent has deposited the NOC fee of Rs. 4200 vide Receipt No. 344283516 dated 23.12.2025, which is adequate for one year under green category.
6. The project proponent has submitted copy of layout plan for the proposed site.
7. The Project Proponent has proposed the installation of a septic tank of 0.8 KLD capacity for the treatment of domestic effluent, with provision for disposal onto land for plantation purposes, as mentioned in the application form. Further, there will be no waste water generation in the manufacturing process of the industry.
The proposed site was visited by AEE of this office on 16.01.2026 and it was observed as under-
1. The proposed site is located in the village Budhimal, Tehsil Bariwala, District Sri Muktsar Sahib.
2. The site is surrounded by agricultural land on all four sides.
3. There was no residential area comprising of 15 pucca houses within 100m distance of the proposed site.
4. The shed construction has been completed at the site.
5. The Project Proponent (PP) has installed approximately 50% of the machinery at the site.
From above it is clear that the site is meeting with general siting guidelines, hence the site is suitable for the establishment of such type of industry and proposal submitted by project proponent for the control of Water seems principally adequate.
• It is therefore recommended that consent to establish (NOC) may be granted to the industry for the establishment of precast concrete plant to prepare Interlocking Tiles @ 1500 Number/Day by using cement, Bajri, Sand and water as raw material in the area of 03 kanal in revenues area of Village Budhimal, Tehsil Bariwala, District Sri Muktsar Sahib.
