Background
It is submitted that the project proponent was granted Consent to Operate under the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Renewal/SAS/2022/18252858 dated 20/06/2022 and under the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/SAS/2022/18252830 dated 20/06/2022 both was valid till 30/06/2025, subject to certain conditions as mentioned therein.
Thereafter, the project proponent has obtained renewal of consent to operate vide no. CTOW/Renewal/SAS/2025/28596544 dated 29.09.2025 under the provisions of Water (Prevention & Control of Pollution) Act, 1974 and vide no. CTOA/Renewal/SAS/2025/28642308 dated 29.09.2025 under the provisions of Air (Prevention & Control of Pollution) Act, 1981, both having validity upto 31.12.2025 having total land area @ 154347 sqm and built-up area @ 148026.6 sqm for College (27 Buildings), along with certain suitable conditions mentioned therein.
Present status
Now, the project proponent has applied for obtaining renewal of consent to operate under the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 having total land area @ 154347 sqm and built-up area @ 148026.6 sqm for College (27 Buildings), along with requisite documents.
Fee details
The project proponent has deposited Rs. 1260500/- vide UTR no. UTIBR52025061600366130 dated 16.06.2025 and Rs. 1260500/- vide UTR no. UTIBR52025061600354299 dated 16.06.2025. The consent fee deposited by the project proponent is adequate upto 31.03.2028 against the total cost of the project, i.e., Rs. 486.72 crores. The project proponent has submitted CA certificate having cost of the fixed assets of Rs. 486.72 Crore dated 16.12.2025.
Project Overview
A special condition was imposed at the time of earlier consent that” The project proponent shall submit the CLU of the college and CLU from the Competent Authority within one month.” The project proponent has submitted the reply of earlier clarification, wherein it has mentioned that:
The project proponent has submitted compliance report of the previous Consent to Operate obtained from the Board under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981.
Visit Report
The site was visited by the undersigned on 20.01.2026. During the visit, it was observed as under:
1. The college was in operation. The college has 27 buildings within the premises.
2. The college has installed STP of 1.3 MLD capacity based on MBBR technology. Samples from the same has been collected and sent to HO Lab, Patiala for further analysis. Results of the same are awaited.
3. The treated water after STP is being disposed onto land for plantation (i.e. 8.1 acres green area and 2.9 acres Karnal Technology).
4. The college has installed 3 no. DG sets (500KVA*2 & 1500 KVA* 1) with canopy and adequate stack height.
5. The college has installed 2 no. borewells, 1 borewell near block no. 10 & 12 borewell near stage and also maintaining the record of the same.
6. The college has installed 1 no. organic waste composter of capacity 500 kg/day. The representative has provided electric meter and maintaining the record of the same.
Recommendations
From above, the project proponent is found complying with the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981.
In view of the above, it is recommended that renewal of Consent to Operate (CTO) under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 cannot be considered at this stage because:
1. The project proponent has not submitted the CLU of the college and CLU from the Competent Authority within one month, as per the special condition no. 01 of the previous granted consent to operate from the Board.
2. Also, the project proponent has not submitted the building plans approved by the Competent Authority, to the Board, as per the special condition no. 02 of the previous granted consent to operate from the Board.
3. The consent granted to the institute shall not be considered for further renewal or extension, until it submits compliance of condition no. 01 & 02 imposed above, as per the special condition no. 03 of the previous granted consent to operate from the Board.
