It is submitted that the project proponent was granted Consent to operate under the Water (Prevention & control of Pollution) Act, 1974 vide no. CTOW/Varied/SAS/2025/27850197 dated 19.02.2025, valid till 31.12.2025 and under the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Varied/SAS/2025/27850183 dated 19.02.2025, valid till 31.12.2025 for operation of Hospital for 57 beds capacity with certain conditions.
The project proponent was granted authorization under the Bio-Medical Waste Management Rules, 2016 vide no. BMW/Fresh/SAS/2025/27899169 dated 19.02.2025, valid till 31.12.2025 for 57 beds.
Now, the project proponent has applied renewal of Consent to operate under the Water (Prevention & control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for operation of Hospital for 57 beds capacity along with requisite documents.
The HCF has deposited consent fee of Rs. 30000/- vide Receipt No 811123108 dated 09.12.2025 under the Water (Prevention & Control of Pollution) Act, 1974 and Rs. 50000/- vide Receipt No 172604247 dated 09.12.2025 under the Air (Prevention & Control of Pollution) Act, 1981, which is adequate upto 31.12.2028 as per order no. 299 dated 01.07.2016.
The project proponent has submitted agreement with CBWTF for lifting of biomedical waste, which is executed on 01.02.2025, valid till 31.01.2028.
The project proponent has submitted analysis report from private Lab i.e. Environ Tech Laboratories and the sample was collected on 29.12.2025 and the results are as under:

The project proponent has submitted compliance report of the previous Consent to Operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 granted to it.
The hospital was visited by under-signed on 19.01.2026 and during visit, it was observed as under:
1) The hospital has provided 57 beds having 01 general ward, 01 ICU, 08 OPD’s, 02 OT’s.
2) The hospital has MC supply as a source of fresh water and water meter has been installed on the pipeline whose reading was noted as 3917.18 m3. Also, records are being maintained for the same.
3) The hospital has installed a ETP cum STP for the treatment of waste-water generated from OT, Lab as well as domestic effluent generated within the hospital. The wastewater after treatment is disposed off into MC sewer. The hospital has provided water meter at the inlet and outlet of ETP-cum-STP. The hospital has also provided energy meter at the ETP cum STP. The hospital is maintaining record of operation of ETP-cum-STP.
4) The hospital has provided a final storage room for the storage of bio-medical waste and a separate final storage room for storage of general waste. The bags stored in the room were checked and it was observed that the segregation was proper.
5) The hospital has installed a 2 no. DG sets of capacity 225 KVA & 125 KVA with canopy and adequate stack height.
In view of above, it is recommended that Consent to operate under the Water (Prevention & control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted upto 31.12.2028 with suitable and additional conditions.
1) The hospital shall operate the ETP regularly to ensure the standards as prescribed under BMW Rules, 2016.
2) The hospital shall ensure the compliance of the BMW Rules, 2016, at all times.
